Ho Chi Minh City re-plans foundation elevation and drainage to prevent flooding

Ho Chi Minh City develops specialized technical infrastructure plans throughout the area, creating a basis for solving traffic and flooding problems in the new urban space.

Ho Chi Minh City People's Committee has just approved the Plan to deploy the development of specialized technical infrastructure plans in the city.

According to the plan, the planning scope is the entire administrative boundary of Ho Chi Minh City, with an area of about 6,772 km2.

The plans will be implemented in parallel with the Ho Chi Minh City Master Plan for the period 2025 - 2050, 100-year vision, expected to be completed and approved in 2027 (after the Ho Chi Minh City Master Plan is approved).

Specialized technical infrastructure planning is implemented including the fields of transportation; ground elevation and drainage, water supply; solid waste and cemeteries.

In which, the Ho Chi Minh City Traffic Construction Investment Project Management Board is assigned to preside over the development of the Ho Chi Minh City Specialized Traffic Plan for the period 2025 - 2050.

The Ho Chi Minh City Urban Infrastructure Construction Investment Project Management Board presides over the development of two plans including the Specialized Planning for Foundation Elevation and Drainage of Ho Chi Minh City for the period 2025 - 2050 and the Specialized Planning for Water Supply of Ho Chi Minh City for the period 2025 - 2050.

The Ho Chi Minh City Department of Agriculture and Environment presides over the development of the Specialized Plan for Solid Waste and Cemeteries of Ho Chi Minh City for the period 2025 - 2050.

According to the Ho Chi Minh City People's Committee, specialized plans will be built in parallel and synchronously with the Ho Chi Minh City Master Plan, creating a basis for organizing technical infrastructure systems throughout the area after the city expands its administrative boundaries.

Planning on a city-wide scale helps connect the fields of transportation, water supply, ground elevation - drainage, waste treatment and cemeteries, limiting fragmented investment and lack of linkage.

This is also the basis for Ho Chi Minh City to proactively solve traffic bottlenecks, flooding and infrastructure overload, and at the same time orient investment and sustainable urban development to 2050.

According to the Ho Chi Minh City Department of Construction, in these plans, ground elevation and drainage are of special significance to Ho Chi Minh City, especially in the context that the city is increasingly clearly affected by heavy rain, high tides, subsidence and climate change.

The new Ho Chi Minh City space stretches from the high terrain area in the North to the low-lying area in the South and the coast, making the organization of drainage a complex problem.

Planning throughout the city will help determine appropriate construction elevations, reorganize drainage basins, determine areas that need to maintain water storage space and prioritize investment in sewer systems, canals, regulating lakes, and pumping stations. Instead of handling flooding points and projects, Ho Chi Minh City has a basis to approach the problem according to the overall basins and terrain conditions.

If built and implemented effectively, ground elevation and drainage planning will be an important basis for Ho Chi Minh City to proactively control flooding, orient urban development in accordance with natural conditions and better adapt to climate change in the coming decades.
