The Ho Chi Minh City Department of Planning and Architecture has just submitted a report to the Ho Chi Minh City People's Committee on issuing a plan to implement the project "Rearranging, relocating, and expanding higher education institutions, colleges, vocational training institutions and medical facilities out of the inner city area according to an appropriate roadmap, ensuring synchronous overall planning of Ho Chi Minh City".
The study subjects of the project include educational institutions such as research institutes, universities, colleges, vocational secondary schools... and medical facilities such as hospitals, urban-level medical examination and treatment facilities.
According to the proposed content, the project will comprehensively synthesize and review data, the current management status and usage needs of educational and health facilities in the area. At the same time, assess the industry development orientation in provincial-level plans and current urban plans, as a basis for building criteria for grouping subjects.
On that basis, Ho Chi Minh City will propose orientations for using the land fund after relocation, and at the same time develop a roadmap for arrangement, relocation, and expansion appropriately, accompanied by mechanisms and policies to create motivation for implementation.
The project sets requirements to ensure synchronicity in terms of political, legal, planning and urban development practices, is inter-sectoral and closely linked to the process of formulating and approving the overall plan of Ho Chi Minh City.
One of the important contents is to clearly classify the groups of projects: groups that continue to be maintained due to planning conformity and groups that need to be arranged, relocated or expanded due to no longer meeting development orientations.
Relocation must be accompanied by specific solutions on new location planning, space organization (concentrated or scattered), ensuring compliance with industry planning and urban overall.
Ho Chi Minh City also emphasized the requirement to coordinate synchronously with relevant projects, consult experts' opinions and study international experiences. In particular, the digitization of management data will be integrated to improve feasibility and implementation efficiency.

The consulting unit to prepare the project is expected to be reputable specialized agencies such as the Ho Chi Minh City Institute for Development Studies, universities or units directly under departments and branches with appropriate capacity. The selection will be carried out in the form of assigning tasks, placing orders or bidding according to regulations, with the requirement of a high-quality team of experts.
Regarding implementation organization, the Department of Planning and Architecture is the lead agency, responsible for collecting data and developing projects based on summarizing opinions from departments, branches, and related units, ensuring publicity, transparency and science.
The Department of Education and Training will provide current status data, propose criteria for classifying educational institutions that need to be relocated, and at the same time develop network planning orientations and policy mechanisms, implementation roadmaps for each stage.
The Department of Health plays a similar role for the hospital system and medical examination and treatment facilities, from providing data, proposing criteria to building a roadmap and policy mechanisms for relocation.
Meanwhile, the Department of Construction will assess the ability to meet technical infrastructure, public transport and urban environment, and participate in proposing effective land fund exploitation plans after relocation.
