HCMC clarifies the authority to adjust the planning of the University of Science and Technology land area

Ho Chi Minh City - Dien Hong Ward People's Committee will be the competent unit to adjust the planning of the 14 ha land area of Hanoi University of Science and Technology at No. 268 Ly Thuong Kiet.

The Ho Chi Minh City Department of Planning and Architecture has just sent a document to the Ho Chi Minh City Department of Finance on the policy of implementing the new construction investment project and relocating Ho Chi Minh City University of Technology - Vietnam National University Ho Chi Minh City.

According to the Department of Planning and Architecture, the land plot of Hanoi University of Science and Technology at 268 Ly Thuong Kiet, Ward 14, District 10 (now Dien Hong ward) has been identified for orientation in the Project to adjust the general plan of Ho Chi Minh City to 2040, vision to 2060. This plan was approved by the Prime Minister in Decision No. 1125/QD-TTg dated June 11, 2025, in which the land plot is oriented as the central area land plot.

Based on the Detailed Urban Planning Project at a scale of 1/2000 for Residential Areas in Wards 2, 3, 4, 9, 10, 11 (District 10) with an area of about 106.68 ha approved by District 10 People's Committee in 2009, the land of Hanoi University of Science and Technology is located in block H, with land function belonging to the Central Government (Hanoi University of Science and Technology).

This street has an area of about 14 hectares, with basic architectural planning indicators including: construction density 35%, floor height 3 - 5 stories, land use coefficient 1.8 times.

Regarding planning adjustments, the Department of Planning and Architecture said that, according to the provisions of the 2024 Law on Urban and Rural Planning and the Law amending and supplementing a number of articles of the 2025 Law on Urban and Rural Planning (effective from January 1, 2026), the authority to review, prepare, appraise, approve and announce local adjustments to the 1/2000 detailed plan for this area belongs to Dien Hong Ward People's Committee, for the administrative boundaries managed by the ward.

Regarding the policy of relocating the University of Science and Technology, the Department of Planning and Architecture said it supports the relocation to the Ho Chi Minh City National University Urban Area. This policy is consistent with the conclusion of the Standing Committee of the Ho Chi Minh City Party Committee on researching and developing a project to relocate and expand higher education institutions, colleges, vocational training and medical facilities out of the inner city area.

Previously, in a document sent to the Ho Chi Minh City Department of Finance, Hanoi University of Science and Technology said that the school's facilities serving training and scientific research are currently limited.

Facility 1 at 268 Ly Thuong Kiet, Dien Hong ward has an area of about 14 hectares, and has not yet been granted a certificate of land use rights. Many items of construction have deteriorated, while expansion and new construction face many difficulties.

Facility 2 in Dong Hoa ward, belonging to the Ho Chi Minh City National University Urban Area, has an area of about 25.3 ha, but the proportion of construction area is currently less than 10%, due to limitations in public investment capital.

In the context of implementing important resolutions of the Politburo and the Government on science and technology development, innovation and digital transformation, the need to invest in expanding the facilities of Hanoi University of Science and Technology becomes urgent.

In that spirit, the meeting of the Executive Committee of the University of Science and Technology Party Committee concluded to agree with the policy of researching and developing a project to relocate and expand the school.

Previously, Phat Dat Real Estate Development Joint Stock Company had a document sent to the Ho Chi Minh City People's Committee proposing to allow the enterprise to survey, study, prepare design documents and implement a new construction project, relocate the University of Science and Technology to the Ho Chi Minh City National University Urban Area.

This business also proposed to study adjusting the planning of the existing land area of the school at 268 Ly Thuong Kiet after the training facility is relocated.
