The Ho Chi Minh City People's Committee has just submitted to the Ho Chi Minh City People's Council the policy to invest in the Ho Tram - Long Thanh International Airport urban expressway project in the form of public-private partnership (PPP), BT contract (build - transfer), combined with payment by land and budget.
The project will be considered and approved at the third session of the 11th Ho Chi Minh City People's Council, term 2026 - 2031, taking place on two days, June 19 to 20.
According to the submission, the expressway has a total length of about 42.07 km. The starting point connects to Ring Road 4 HCMC and DT. 991 in Tan Thanh ward; the ending point intersects with DT. 994 (coastal road) belonging to Xuyen Moc commune.
The route passes through the areas of wards and communes: Tan Thanh, Kim Long, Ngai Giao, Nghia Thanh, Binh Gia, Xuan Son, Hoa Hoi, Ho Tram and Xuyen Moc.
In terms of scale, the main route is designed according to urban expressway standards with a speed of 100 km/h; parallel roads on both sides with a speed of 60 km/h.
The project invests in 6 expressway lanes, along with parallel roads with 2 lanes on each side in sections passing through residential areas and urban development areas (sidewalks not yet arranged).
The section through Binh Chau - Phuoc Buu forest will build a 6-lane highway elevated bridge, 32 m wide.
The total land use demand is about 416 hectares. After being approved, the Ho Tram - Long Thanh International Airport urban expressway project will start construction before July 2nd, expected to be completed in 2029.
The total investment of the project is approximately 46,918 billion VND (including loan interest during construction).
The project is divided into two component projects. In which, component project 1 builds an intersection connecting DT. 991 and Ring Road 4 of Ho Chi Minh City with a length of about 2.27 km.
Component project 2 builds the section from Km2+270 to DT. 994 intersection and traffic control system, about 39.8 km long.
According to the Ho Chi Minh City People's Committee, when completed, the project will strengthen inter-regional connectivity in the Southeast region, especially between Chau Duc, Phu My, Xuyen Moc areas with Long Thanh International Airport, seaports, industrial parks and tourism - service centers.
The expressway is also expected to form a comprehensive economic development corridor associated with industry, logistics, services and marine tourism; at the same time, expanding urban space, attracting investment, improving the efficiency of land fund exploitation and creating sustainable revenue for the City budget.
Notably, direct connection to Long Thanh International Airport will create new momentum for the Ho Tram - Xuyen Moc axis to develop resort tourism and high-quality services, contributing to the formation of a new growth pole of the eastern area of Ho Chi Minh City and the Southeast region.
