The Ho Chi Minh City Department of Construction has just approved a contractor selection plan to prepare a Feasibility Study Report for investment in the construction of Component Project 3: Upgrading and expanding National Highway 1 (from Kinh Duong Vuong Street to the border of Long An province).
The total budget for investment preparation is nearly 13.4 billion VND, divided into 6 packages.
Of which, the largest package - survey consulting, feasibility study report preparation and construction of a construction information model (BIM) - is worth nearly 11.2 billion VND. The BIM report review package and model are estimated at nearly 971 million VND. Both will be widely auctioned domestically.
The remaining four packages will be implemented in the form of shortened bidding appointments, including: consulting on survey supervision and preparing feasibility studies (nearly 175 million VND); consulting on preparing bidding documents, evaluating bidding documents (more than 51 million VND); consulting on surveys, preparing environmental impact assessment reports (more than 485 million VND); consulting on organizing construction architectural exams (more than 494 million VND).

The National Highway 1 upgrade project (from Kinh Duong Vuong Street to the border of Long An province) was approved by the Ho Chi Minh City People's Council in February 2025, under the BOT (build - operate - transfer) form.
The more than 9.6km section of National Highway 1 currently has a cross-section of 20 - 25m wide, with a scale of 4 - 6 lanes, and will be expanded to 60m, accommodating 10 to 12 lanes of traffic.

In addition to expanding the road, the project also renovated key intersections to reduce traffic conflicts.
The intersection with Kinh Duong Vuong Street will build a 4-lane overpass on National Highway 1, overtaking Kinh Duong Vuong and Tran Dai Nghia streets. At the same time, the An Lac roundabout to Tran Dai Nghia Street will also be expanded.
Binh Thuan intersection will build an additional 4-lane overpass on National Highway 1 and a 4-lane underpass on Nguyen Van Linh Street.
Doan Nguyen Tuan intersection will build a priority overpass for direct travel on National Highway 1.
Binh Dien Bridge will build an additional 6-lane bridge on the right side, bringing the total number of lanes passing through this area to 12.

The total investment of the project is up to VND 16,285 billion, of which the cost of site clearance is more than VND 9,500 billion.
It is expected that the project will use about 140.72 hectares of land. In Binh Chanh district, 2,140 households were affected, of which 1,761 households had to be completely relocated. In Binh Tan district, 101 households were affected, 61 households were cleared.
The selection of investors and signing of project contracts are expected to be completed by the end of 2025, at the same time as the start of site clearance, until the end of 2026. If on schedule, the project will start construction in 2026 and be completed and put into operation in 2028.
According to the Ho Chi Minh City Department of Construction, the expansion of National Highway 1 will synchronously combine with Ring Road 2, Ring Road 3 and Ring Road 4, contributing to the completion of the inter-regional transport network, promoting socio-economic development in the western area of Ho Chi Minh City as well as the Mekong Delta.
