The Ho Chi Minh City Department of Construction has just approved a plan to select a contractor to prepare a Feasibility Study Report for Component Project 3: Renovation and upgrading of National Highway 22 (from An Suong intersection to Ring Road 3) under the form of public-private partnership (PPP), BOT contract.
Ho Chi Minh City will spend more than 10.5 billion VND for 4 packages to serve investment preparation work.
Of which, the largest package - survey consulting, feasibility study report preparation and construction of a construction information model (BIM) is worth nearly 9.6 billion VND. The BIM report review package and model cost more than VND 756 million. These two packages will be widely auctioned domestically, through the national bidding network.
The remaining two packages, including survey supervision consultancy (more than 172 million VND) and consultancy on bidding documents and appraisal of bidding documents (more than 44 million VND), will be implemented in the form of shortened bidding.
The project to renovate and upgrade National Highway 22 (from An Suong intersection to Ring Road 3) was approved by the Ho Chi Minh City People's Council in February 2025.
The route is about 8km long, the current road surface is only 36 - 40m wide, including 2 car lanes and 1 motorbike lane on each side, often causing congestion and accidents.
After upgrading, National Highway 22 will have a cross-section of 60m, including 10 lanes. Of which, 4 lanes in the middle have a maximum speed of 80 km/h, 6 lanes on both sides have a speed limit of 60 km/h.
The project will also build 7 overpasses over major intersections, helping to reduce congestion and improve traffic capacity. The upgraded intersections include: Nguyen Anh Thu, Nguyen Thi Soc - Nha Vuong, Le Thi Ha, Tran Van Muoi - Ba Trieu, Ly Thuong Kiet - Nguyen Van Bua, Nguyen Thi Nuoi, Duong Cong Khi - Le Loi.

The total investment of the entire project is 10,424 billion VND, divided into 3 component projects.
Component project 1: Compensation, resettlement support and relocation of technical infrastructure in Hoc Mon district, with a total capital of VND 6,227 billion from the city budget. It is expected to clear about 16.6 hectares, affecting 1,362 households, of which 392 households must be cleared.
Component project 2: Relocating technical infrastructure in District 12, with a total capital of 7 billion VND from the budget.
Component project 3: Renovation and upgrading of National Highway 22 under the BOT form, with a total investment of VND 4,190 billion.
According to the plan, compensation, resettlement support and site handover in Hoc Mon district and District 12 will be completed in February 2026.
Then, in the first quarter of 2026, Ho Chi Minh City will organize the selection of investors and sign PPP contracts.
The project officially started construction in the second quarter of 2026 and is expected to be completed and put into operation in 2028.
The upgrading and expansion of National Highway 22 not only helps solve the problem of congestion and prolonged traffic accidents at the Northwest gateway of Ho Chi Minh City, but also synchronously connects with strategic traffic axes such as Ring Road 3, Ring Road 4 and Ho Chi Minh City - Moc Bai Expressway.
