The Ho Chi Minh City Department of Construction has just approved the contractor selection plan for Component Project 2: Upgrading and expanding National Highway 13 (from Binh Trieu Bridge to Binh Duong Province border) under a BOT contract (build - operate - transfer), and initially prepared a Feasibility Study Report.
Ho Chi Minh City spends more than 12.2 billion VND to organize 4 bidding packages to serve investment preparation work.
In particular, the consulting package for surveying, preparing a Feasibility Study Report and building a construction information model (BIM) is worth more than 11 billion VND. The BIM report review package and model is nearly 948 million VND. Both packages are widely auctioned domestically, via the network.
The remaining two packages include: consulting on the supervision of the survey step to prepare the Feasibility Study Report (nearly 176 million VND) and consulting on the preparation of bidding documents, evaluating bidding documents (nearly 51 million VND), which will be short-term bidding.

National Highway 13 (section through Thu Duc City), about 5.9 km long from Binh Trieu Bridge to Vinh Binh Bridge (adjacent to Binh Duong Province), will be expanded to 60 m, accommodating 10 lanes.
Notably, on the route, a 3.2 km long elevated road (overpass) will be built from Binh Trieu intersection to Binh Phuoc intersection, with a scale of 4 lanes, designed speed of up to 80 km/h.
Below, the parallel roads on both sides are 3 lanes wide on each side, with a maximum speed of 60 km/h, serving mixed vehicles.
In addition, to relieve traffic pressure at major intersections, the project will build a two-way underpass at Binh Loi intersection and Binh Phuoc intersection.
The new infrastructure system will help effectively regulate traffic, reduce congestion and increase traffic speed along the route.

The total investment of the project is estimated at about 20,900 billion VND.
Of which, the Ho Chi Minh City budget will spend about VND14,619 billion to carry out compensation, resettlement support and site clearance. The remainder is mobilized by investors through BOT contracts.
The project is expected to occupy about 39.54 hectares of land, affecting 1,091 households living on both sides of the road. Of these, 238 households will have to be completely relocated, the remaining 853 households will be partially affected.

According to the plan, site clearance will be implemented from the third quarter of 2025 to the third quarter of 2026.
Construction will begin in the third quarter of 2026, striving to complete the entire project by 2028.
After completion, the National Highway 13 expansion project will not only contribute to reducing traffic congestion but also enhancing transportation capacity between Ho Chi Minh City and Binh Duong province, especially meaningful in the context of Binh Duong about to merge into Ho Chi Minh City.
