Ho Chi Minh City will retain the Department of Transport and take over some functions and tasks from the Department of Construction.

The above information was announced by Mr. Bui Xuan Cuong - Vice Chairman of Ho Chi Minh City People's Committee at the Conference to summarize the work in 2024 and deploy key tasks in 2025 of the Ho Chi Minh City Department of Transport, on December 25.

According to Mr. Bui Xuan Cuong, the theme of Ho Chi Minh City in 2025 is "Focusing on streamlining the organization to be lean - strong - efficient - effective - efficient; promoting digital transformation; implementing Resolution No. 98 of the National Assembly; fundamentally resolving the city's difficulties and backlogs".

Therefore, next year, Mr. Cuong suggested that the Ho Chi Minh City Department of Transport prioritize focusing on streamlining the organization.

According to Mr. Bui Xuan Cuong, recently, the Steering Committee for the Summary of Resolution No. 18-NQ/TW signed and issued guidelines and suggested some contents on the organization of specialized agencies under the People's Committees at the provincial and district levels.

According to the orientation, the Department of Planning and Architecture will merge into the Department of Construction and Transport.

However, in case there are special requirements for state management of the transport sector in Hanoi and Ho Chi Minh City, these two cities can consider and decide to maintain the Department of Transport and implement the plan to merge the Department of Planning and Architecture into the Department of Construction, ensuring suitability with the local situation and characteristics.

"HCMC plans to retain the Department of Transport and add tasks that the city has previously performed, in the field of public transport or public works," said Mr. Cuong.

The Vice Chairman of the Ho Chi Minh City People's Committee said that in the past, the Department of Transport was once called the Department of Transport and Public Works and before that, the Department of Transport and Public Works.

Therefore, the works that the HCM City Department of Transport had previously handed over (water supply, drainage, trees) to the Department of Construction will be received back; at the same time, it is necessary to further evaluate the previous public works work for further research.

Mr. Bui Xuan Cuong requested the Ho Chi Minh City Department of Transport to develop a detailed project according to the direction of the Ho Chi Minh City People's Committee and the guidance of the Department of Home Affairs.

At the conference, Mr. Phan Cong Bang - Head of the HCM City Urban Railway Management Board said that the workload of the HCM City Department of Transport is "huge".

The public transport sector is closely linked and has a huge workload. Separating them at the current stage will make it difficult to achieve the goal of breakthrough development of transport infrastructure.

Therefore, the policy of retaining the Department of Transport, while adding functions and tasks, is a solution suitable to the characteristics of Ho Chi Minh City.

Mr. Luong Minh Phuc - Management Board of investment projects for construction of traffic works in Ho Chi Minh City also said that the Department of Transport with the public transport model plays a key role.

Maintaining a single point of management will help shorten project implementation time, increase efficiency and ensure progress.
