Ho Chi Minh City plans to merge 11 departments into 5 departments and end the operation of 2 departments to streamline the apparatus.

The information was stated by Ms. Van Thi Bach Tuyet - Head of the Organizing Committee of the Ho Chi Minh City Party Committee at the conference to deploy the summary of Resolution 18 in the area, on the afternoon of December 4.

According to Ms. Tuyet, based on the suggestion of the Central Steering Committee, the city is studying and proposing to arrange agencies in the direction of "where the Central has a ministry, the city has corresponding department-level agencies".

After reviewing the party grassroots system and agencies under the Ho Chi Minh City government, the Standing Committee of the City Party Committee has given initial directions for restructuring the apparatus.

For the government sector:

The Department of Finance and the Department of Planning and Investment will be merged into a common agency, and the Enterprise Management Innovation Board will be transformed into a affiliated unit.

The Department of Construction, Department of Transport and Department of Planning and Architecture will also merge, with the Standing Office of the Traffic Safety Committee becoming a affiliated unit.

The Department of Natural Resources and Environment and the Department of Agriculture and Rural Development will be combined to more closely manage agriculture, natural resources and the environment.

The Department of Tourism and the Department of Culture and Sports will merge into a single agency.

The Department of Information and Communications and the Department of Science and Technology will merge to manage tasks related to science, technology and digital transformation.

The Department of Labor, War Invalids and Social Affairs will cease operations, with its functions transferred to departments such as the Department of Education and Training, the Department of Health, and the Department of Home Affairs.

The Department of Food Safety will also cease operations, with its duties transferred to the Department of Health, Department of Agriculture and Rural Development, and Department of Industry and Trade.

The Religious Affairs Committee and the Ethnic Affairs Committee will merge.

In addition, some other agencies such as the High-Tech Park Management Board and the Industrial Park and Export Processing Zone Management Board will be merged into a common agency.

For the Party bloc:

Merge the Propaganda Department and the Mass Mobilization Department of the City Party Committee.

Research on the completion of the activities of 11 Party delegations, 3 Party Executive Committees and the Party Committee of the People - Government - Party Bloc.

Establish two new Party Committees under the City Party Committee, including the Party Committee of the City Party and Judicial Agencies and the Party Committee of the Government Bloc.

Transfer Party organizations in Party agencies and units, the Office of the National Assembly Delegation and People's Council of Ho Chi Minh City, the Vietnam Fatherland Front of Ho Chi Minh City, socio-political organizations, the People's Procuracy, the People's Court, and Party organizations in mass associations to the Party Agency and Judicial Union of Ho Chi Minh City.

Transferring party organizations in specialized agencies and public service units under the Ho Chi Minh City People's Committee and 24 grassroots party committees to be directly under the Ho Chi Minh City Government Party Committee.

The Military Party Committee, the Public Security Party Committee, and the Border Guard Party Committee of Ho Chi Minh City will remain as they are now.

The Party Committees transferred to the City Government Party Committee are the grassroots Party Committees in State-owned corporations, the Youth Volunteer Force Party Committee, the Union of Commercial Cooperatives Party Committee, the Management Board of Export Processing and Industrial Zones Party Committee, the Customs Department Party Committee, the Telecommunications Party Committee, the Post Office Party Committee, the National University Party Committee, the University - College Party Committee, the Central Agencies Party Committee in Ho Chi Minh City, the City Enterprises Party Committee, the Ministry of Health's Grassroots Party Committee, the Ministry of Natural Resources and Environment's Grassroots Party Committee, the Ministry of Agriculture and Rural Development's Grassroots Party Committee, the Department of Health's Party Committee, the Department of Education and Training's Party Committee, the Department of Labor - Invalids and Social Affairs' Party Committee, and the Department of Transport's Party Committee.

Research on transferring some grassroots Party organizations of the type of career enterprises in district committees, county committees, and Thu Duc City Committee.

After the above arrangement, Ho Chi Minh City will have 27 affiliated party committees, 24 fewer than at present.
