On the afternoon of June 26, at a regular press conference on the socio-economic situation of Ho Chi Minh City, Mr. Tran Thanh Vuong, Head of the Department of Family Cultural Lifestyle Building, Department of Culture and Sports (VHTT), informed about the handling of celebrities and artists participating in advertising Hi-up milk, functional foods, fake goods, and poor quality goods.
Mr. Vuong said that there are currently no separate legal regulations for handling celebrities and artists in advertising activities. "Whether it is an artist, a celebrity or an ordinary person participating in advertising activities, the regulations are the same, without any distinction between celebrities applying them differently," Mr. Vuong explained.
However, the Advertising Law strictly prohibits incorrect advertising, causing confusion in the ability to do business, provide products, goods, and services, especially in aspects such as quantity, quality, price, uses, design, packaging, brand, origin, and type. The authorities will base on the violations of advertisers to handle them according to the Advertising Law or Decree 38 of the Government.

Recently, the Ministry of Culture, Sports and Tourism (MOCST) has issued a decision related to the code of conduct for artists when participating in advertising activities. In particular, it is required to ensure the transmission of honest, accurate and clear information about the benefits of the product.
On this basis, the Ministry of Culture, Sports and Tourism has proposed that competent authorities strengthen handling when artists and celebrities take advantage of their reputation to violate the law.
In particular, the National Assembly has passed a draft Law on Advertising, which includes specific regulations on advertising activities of people affected by the public and will take effect from January 1, 2026.
Along with that, the Ministry of Culture, Sports and Tourism is also advising the Government to issue a Decree detailing the behavior of celebrities, artists, and people who influence the public when participating in advertising activities.
Mr. Vuong commented: "The additional Advertising Law also shows the responsibility of celebrities and those who influence the public when participating in advertising activities. I think in the coming time, the handling will be more different".
The representative of the Department of Culture, Sports and Tourism of Ho Chi Minh City also said that the department will continue to strengthen communication activities so that celebrities and artists are responsible to the community, with their products participating in advertising and complying with legal regulations. At the same time, the department will closely check advertising records and conditions, especially for drugs, dairy and functional foods.
