HCMC plans to convert all motorbikes of civil servants running on gasoline to electricity by 2030

HCMC - It is expected that by 2027, 50% of motorbikes of civil servants and public employees in HCMC will switch to electric vehicles and reach 100% by 2030.

This information is included in the draft Green Transformation Plan in the transport sector developed by the Ho Chi Minh City Department of Construction.

The draft sets out a roadmap and implementation tasks for the period 2025 - 2050, focusing on converting road vehicles and urban transport to clean energy.

From now until 2030

Regarding vehicles, from 2025, 100% of buses and cars of state agencies and units when replaced or newly invested will use electricity and green energy.

By 2030, all buses and cars belonging to state agencies will switch to electricity and green energy.

At least 50% of motorbikes of civil servants, public employees and technology drivers and delivery vehicles will be converted to electric vehicles by 2027; reaching 100% by 2030.

From 2030, 100% of new taxis will be replaced or invested in electric vehicles or use green fuel; at the same time, starting to put into operation vehicles running on hydrogen.

In terms of infrastructure, Ho Chi Minh City will prioritize the development of a network of charging stations to meet the need for increased green vehicles. 100% of offices, hospitals, bus stations, and parking lots must have charging stations for cars. At least 1,500 public charging stations for cars have been completed in the entire area.

The charging/ Battery exchange system for electric motorbikes will be installed in residential areas, shopping malls, apartments, schools, parking lots and bus stations. Encourage bus stations and rest stops to switch according to green criteria.

Regarding the management and pilot implementation of low-emission zones (LEZ) in the city center, Can Gio and Con Dao special zone. Compulsory emission inspection for all motorbikes and mopeds in circulation. Implement a roadmap for applying emission standards to motor vehicles throughout the area.

Regarding public passenger transport, speed up the progress of urban railway lines according to the Ho Chi Minh City Metro Project; put into operation Metro Line 2 (Ben Thanh - Tham Luong). Expanding the electric bus network, green transportation services connecting to metro. Increase the rate of public transport to meet 15 - 20% of travel needs by 2030.

2031 - 2050 period

By 2035, 100% of taxis and motorbikes of technology drivers, delivering goods, will switch to electricity or green energy. All bus stations, rest stops, and parking lots meet green criteria. Completing charging infrastructure throughout the city, ensuring an average rate of 10 cars/charging station.

By 2040, gradually limit production, assembly, import and stop new registration of cars, motorbikes, and mopeds using fossil fuels.

By 2050, 100% of road motor vehicles, construction motorbikes, and locomotives will be converted to electricity or green energy. Complete at least 355 km of urban railway by 2035. The rate of public passenger transport will reach 60% of travel demand by 2050.

The Ho Chi Minh City Department of Construction said that it has sent the draft plan to departments, branches, sectors, People's Committees of wards, communes, Con Dao special zone, universities, professional associations and related units for comments. After synthesizing, the Department of Construction will submit to the Ho Chi Minh City People's Committee for consideration and promulgation in the fourth quarter of 2025.
