Article 22. Provincial People's Committee
1. Develop and submit to competent authorities to issue mechanisms and policies to support subjects affected by the management and protection of defense works and military zones and issue documents to organize implementation.
2. Direct and assign responsibilities to each level and departments, branches and sectors in coordinating the implementation of management and protection activities of national defense works and military zones; implementing regimes and policies according to the principle of promoting decentralization and enhancing responsibility for the grassroots.
3. Develop an implementation plan for the 5-year and annual period, including the following contents: Investment plan, capital sources, goals, tasks, programs, and projects to implement the regimes and policies to the Ministry of Finance and relevant agencies according to regulations. Arrange local budgets to implement this Decree.
4. Based on specific local conditions, the Provincial People's Committee decides specifically on the agency receiving and returning the results of the procedure handling according to the provisions of Clause 3, Article 13, Clause 3, Article 14 of this Decree and the regulations on receiving, transferring documents, handling, returning results, paying regimes, policies, and procedures for each relevant agency and unit, and the time for implementing procedures between relevant agencies under the one-stop mechanism to ensure no more than the total time prescribed in this Decree; publicize administrative procedures and the selection of the location for submitting documents in the locality.
5. Organize implementation; inspect, evaluate and report on the results of implementing regimes and policies in the province periodically and suddenly according to the instructions of the Ministry of National Defense.
