Article 15. Regime and policies for localities at the commune and village levels within the protection area of national defense works and special forces forces zones
1. Localities at the commune and village levels within the protection area of national defense works and special forces zones are given priority for investment in socio-economic development to implement the following projects:
a) Construction of new or upgraded, repaired, and hardened traffic roads from the commune center to villages, internal roads of villages, and inter-village roads;
b) Construction of transformer stations and power grids to households;
c) Construction of new or repair of small irrigation works; centralized domestic water;
d) Community house, radio station, school, kindergarten;
d) Invest in the construction or renovation, repair and purchase of equipment for commune health stations;
e) Develop sustainable agricultural and forestry production, promote the potential and strengths of regions to produce goods according to the value chain;
g) Support the process of transforming the economic structure towards increasing the proportion of goods and services; promote the development of startups and businesses based on potential, strengths and available resources in the locality; create stable jobs and income combined with preserving and promoting unique traditional cultural values, information and communication to improve the spiritual life of the people;
h) New construction or renovation and upgrading of anti-landslide works directly affecting residential areas and schools.
2. Enjoy policies such as localities at the commune and village levels under the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas according to the Prime Minister's Decision.
3. The Provincial People's Committee directs and guides the organization, implementation and inspection of:
a) Develop and approve a list of subjects, works, and projects specified in Clauses 1 and 2 of this Article as a basis for implementation;
b) Develop and promulgate an implementation plan for the 5-year and annual period, including a medium-term public investment plan (5 years), a plan to support production and business development, and the goals and tasks to be sent to relevant agencies according to regulations and propose an implementation mechanism to competent authorities according to the provisions of relevant laws;
c) Direct and assign responsibilities to each level and departments, branches and sectors in organizing implementation;
d) Submit to competent authorities to promulgate and promulgate according to their authority mechanisms, policies, and instructions for implementation in the province; issue regulations on integrating capital sources from other programs and projects with the same content, tasks, and mechanisms for implementation; ensure no overlap or duplication in scope, subjects, and content between programs and projects.
4. The funding source for implementation prescribed in Clauses 1 and 2 of this Article is guaranteed by the State budget.
