The investment project to build infrastructure for aquaculture development in Tuyen Quang hydroelectric reservoir was approved for investment by the Ministry of Agriculture and Rural Development in 2009. The Department of Agriculture and Rural Development of Tuyen Quang province is the investor with a total investment of 17.7 billion VND.
Na Hang fish farm in Nang Kha commune, Na Hang district is one of the three main items of the project with a cost of 11.25 billion VND, built from 2013 and handed over in May 2018. However, since then, this project has been almost abandoned, only a few ponds are used.
Recorded at Na Hang Fish Farm at the end of December 2024, out of a total of 17 ponds built according to the design, only 1 pond was operating. Many ponds were dry, with exposed bottoms and overgrown with grass.
The office building and auxiliary facilities such as artificial breeding houses and fish hatchery equipment are abandoned or underutilized. Most of them are exposed to the sun and rain and have deteriorated over time.
Ms. Hoang Thi Nai (Nang Kha commune) said that for many years now, the fish farm has only been operating at a low level.
"Many people filed lawsuits because to build this fish farm, we had to reclaim rice fields, but then they left them empty while people had no land to cultivate," said Ms. Nai.
Another resident, Ms. Lien, brings her buffaloes to the fish farm every day to graze. Looking at the land that used to be fertile rice fields and is now empty, Ms. Lien sadly said: "This fish farm is considered a failure. We just hope to have the land back to cultivate. We have petitioned many times but to no avail."
According to PV's investigation, after being handed over, in early 2019, Na Hang Fish Farm put 6/17 ponds into operation. By the end of 2020, the production scale was reduced from 6 ponds to 1 pond and has been maintained until now.
On December 30, speaking with reporters, Mr. Vi Ngoc Quy - Head of the Department of Agriculture and Rural Development of Na Hang district said that Na Hang Fish Farm has been subcontracted by the Nang Kha commune Youth Agricultural Cooperative to raise fish for many years.
"I don't know how the cooperative's business and production situation is, but the fish farm's situation is still the same, most of it is unused.
Currently, the function of raising fish fry cannot be done because the surrounding water is polluted, while other clean water sources are almost impossible to bring back," Mr. Quy informed.

Previously, at the end of 2021, Lao Dong Newspaper published a series of articles reflecting on the ineffective operations of Na Hang Fish Farm, wasting land and investment resources.
At that time, speaking with reporters, Mr. Nguyen Cong Ham - Deputy Director of the Department of Agriculture and Rural Development of Tuyen Quang province admitted that this project was ineffective and did not achieve the project's goals.
It is known that on October 30, 2021, the People's Committee of Tuyen Quang province issued Decision No. 1677 to transfer Na Hang Fish Farm to the Na Hang District Agricultural Service Center for management with the goal of promoting the effectiveness of the project, while serving the socio-economic development of the locality.
