Heavy rain combined with high tides and rising river water made pumping and drainage difficult, so after only about 2 hours, many houses were flooded.
Nam Dinh City leaders said that the rain on the night of September 9 and the early morning of September 10 was a historic rain that caused widespread flooding in Nam Dinh City. Currently, pumping stations are operating at full capacity to try to drain the water as quickly as possible.
Ms. Tran Thi Hoa (Nam Dinh City) said: "It rained heavily at night, the water rose too quickly and the power went out so my family didn't have time to handle it. My husband and I only had time to move some furniture to a higher place, but many other assets were left untouched. This morning, it was still raining, the house was still flooded, the refrigerator and motorbike were at risk of being damaged."
As soon as heavy rain and flooding occurred, the Chairman of Nam Dinh City People's Committee issued an alarm, specifically alarm level II on Dao River in the areas of Cua Nam, Nam Phong, Vi Xuyen, Nang Tinh, Loc Ha wards; alarm level I on Red River in the areas of My Tan, My Trung, My Phuc communes.
