Previously adjusted planning due to overlapping projects
An Khanh Commune People's Committee (Hanoi) is working with households in Thong Nhat village on measuring and preparing dossiers to serve the Dong La - La Phu road project (17m cross-section). However, many households do not agree because the route is expected to pass through the Mien Ha Cultural House.
Talking to a reporter of Lao Dong Newspaper, Ms. Nguyen Thi Hai (Thong Nhat village, An Khanh commune), dozens of households in Hoa Tham village, Thong Nhat village (An Khanh commune) are proposing to adjust the planning of the road project to La Phu 2 Kindergarten and the inter-commune road project from Dong La to La Phu. Because, if implemented according to the plan, the inter-commune road project from Dong La to La Phu is expected to go "across" the Southern Cultural House, running parallel to the existing concrete road.
Mien Ha Cultural House is invested with billions of VND from the State budget, and is performing very well. Currently, there is already a concrete road more than 5m wide running parallel, only about 7m away from the planned road, why not renovate that road but choose the option of dismantling the solid structure? The stripping of a cultural house that was just renovated in 2018 is a waste of public property" - Ms. Hai assessed.
According to Lao Dong's investigation, the project to build the inter-commune road from Dong La to La Phu and the road project to La Phu 2 Kindergarten, La Phu commune, Hoai Duc district (formerly) are 2 different projects. In which, the inter-commune road project from Dong La to La Phu (recovered area 1.4ha) was approved according to the land use plan for 2025 of Hoai Duc district in Decision No. 144/QD-UBND dated January 9, 2025 of the City People's Committee.
As for the road project to La Phu 2 Kindergarten, La Phu commune, Hoai Duc district, which previously had a recovered area of 0.5ha, it was approved according to the land use plan in 2023 of Hoai Duc district (formerly) in Decision No. 607/QD-UBND dated January 31, 2023 of the City People's Committee. This project was approved by the Hoai Duc District People's Council (formerly) to adjust the investment policy in Resolution No. 25/NQ-HDND dated December 20, 2023 with the scale of adjusting the road project to La Phu 2 Kindergarten, with a length of about 100m.
People said that over the past nearly 3 years, they have repeatedly sent documents to functional agencies, persistently reflecting and requesting planning adjustments for the above 2 projects.
If implemented correctly according to Decision No. 607/QD-UBND dated January 31, 2023 of the Hanoi City People's Committee, the Road Planning Project to La Phu 2 Kindergarten is to use and expand it on the basis of existing concrete roads. This plan both saves land, saves road construction budget and does not have to demolish the Southern Cultural House, causing waste of state budget.
And if the Inter-Commune Road Project from Dong La to La Phu is implemented, it will take an additional 1ha of land, cost more budget to build roads and destroy the Southern Cultural House, causing budget waste.

Will review, allocate land fund and study the project to build a new cultural house to replace it
Regarding this issue, in an exchange with a reporter from Lao Dong Newspaper, the leader of the Economic Department - An Khanh Commune People's Committee said that the road project being implemented is a transitional project from the time of Hoai Duc District People's Committee before. The project has full legal basis, in accordance with the urban subdivision plan of the city approved for the period 2014 - 2015, and has also had investment policy decisions and investment projects to serve the socio-economic development tasks of the locality.
According to the leader, the road passing through the cultural house area is a requirement to be implemented synchronously according to higher-level planning, including route direction, cross-section and related technical factors. In the process of implementation, local authorities not only implement traffic projects but also review, allocate land funds and study projects to build new cultural houses to replace them. This is to ensure the community living needs of people, avoiding the demolition of existing works without alternative plans.
Also according to the leader of the Economic Department, the work related to relocation and construction of the new cultural house must be carried out synchronously and go one step ahead in the overall project implementation. The commune's policy is not to let people lose community living space, but to have a plan to arrange a more suitable location according to the plan.
This project was previously measured and inventoried, but was not approved by the people, leading to prolonged implementation for many years. After implementing the two-level government model, An Khanh commune continued to implement transitional tasks and had to retake the steps according to regulations.
Surveying and inventory are identified as a mandatory step to ensure the rights of people. Through this, functional agencies can specifically determine the land area, assets, origin of use as well as the level of impact of each household. This is an important basis for developing compensation and support plans according to regulations.
Local representatives emphasized that, to ensure their rights, people need to coordinate to provide information, dossiers and comply with working procedures. All related content must be recorded in writing, as a legal basis for consideration and resolution. In case of continued non-cooperation, functional agencies will be forced to apply measures according to regulations, which may include coercive inventory.
The commune government affirmed that the entire project implementation process will strictly comply with the provisions of law on public investment, land management and violation handling, while ensuring harmony of interests between the State and the people.
