The Thuong Cat bridge and road project at both ends of the bridge includes 3 component projects, including 2 component projects for site clearance (GPMB) in Thuong Cat wards and Thien Loc commune; along with the component project to invest in the construction of Thuong Cat bridge and roads at both ends of the bridge (component project 2).
Regarding the scale of component project 2 (starting on October 8, 2025), the starting point intersects with Ky Vu street, Thuong Cat ward, the ending point of the route intersects with National Highway 23B, Thien Loc commune, with a total length of the entire route of 5.4km.
The total investment of the project is 7, 302 billion VND, of which construction costs are 5,893 billion VND. Implementation time from 2024-2027.
Regarding site clearance, the total recovered area is about 23.59 ha in Thuong Cat ward and Thien Loc commune. Currently, the investor has received 20.19/23.59 ha of land.
In which, Thuong Cat ward has handed over 4.1/6.96 ha, the entire agricultural land and alluvial land outside the dike. The remaining 2.86 ha has not been handed over.
Thien Loc commune has handed over 16.09/16.63 hectares of alluvial land outside the dyke. The remaining 0.54 hectares of residential land, the commune People's Committee plans to hand over in March 2026.
Regarding construction work, the main bridge section has constructed 27/118 bored piles of piers P29 - P31; the approach bridge section has constructed 141/1. 036 bored piles (137 bored piles of piers P33 - P49 and piers P50 - P52 on the North bank; 4/14 bored piles of piers P20 have been constructed on the South bank).
For the road section, because the site has just been received, the construction contractors are cleaning up the site.
Regarding difficulties and obstacles, the Hanoi Traffic Construction Investment Project Management Board said that the project to invest in the construction of the Red River Landscape Avenue in Hanoi City is being studied and implemented by relevant units to develop a route plan.
Accordingly, the Hanoi People's Committee and the Department of Construction have organized inspections and reviews of intersections with component project 2 - investing in the construction of Thuong Cat bridge and roads at both ends of the bridge. During the research process, the connection with Thuong Cat bridge according to the previous plan is no longer suitable and it is necessary to adjust the connection positions to ensure the technical and aesthetic features of the project.
To date, the design of the route plan has not clearly identified the connection location, leading to the inability to adjust the design to continue construction.
Specifically, the north bank (Thien Loc commune) is affected from pillar P51 to A79; the south bank (Thuong Cat ward) is affected from pillar P16 to P25.
Regarding recommendations and proposals, the Project Management Board proposed that the City People's Committee soon approve the route plan and location of the Hong River Landscape Avenue Project in March 2026, as a basis for adjusting the route direction, adjusting the project, adjusting and supplementing the GPMB area by about 1.54 ha (of which Thuong Cat ward adds about 0.14 ha, Thien Loc commune adds about 1.4 ha), adjusting the technical design of component project 2 of Thuong Cat bridge as a basis for implementation.
On the other hand, piers P68 and P69 are within the dike protection area, therefore, the non-construction period is from May to October every year; from pier P67 to pier P70 is a cantilever cast bridge, the construction time is prolonged (expected to be about 18 months).
The investor requested Thuong Cat Ward People's Committee to accelerate the progress of site clearance, relocate the raw water well of Hanoi Clean Water Company, and transmission lines out of the project scope, to be completed in March 2026.
At the same time, it is proposed that the People's Committee of Thien Loc commune hand over the remaining 0.54 hectares of residential land according to the committed plan before March 15, 2026.
