On May 19, 2025, the Tu Lien bridge project and the road at both ends of the bridge were officially started.
The project is 5.15km long, starting at Nghi Tam Street, Tay Ho Ward; ending at Truong Sa Street, Dong Anh Commune. Of which, Tu Lien cable-stayed main bridge is 43m wide (with a 500m main span steel girder structure, a 185m high tower); the approach road on the Nghi Tam side is 48m wide, on the Dong Anh side is 60m wide; the intersection with Nghi Tam street and the intersection with Truong Sa street, the underpass and technical infrastructure works.
The project is divided into four components, including three component projects for site clearance (GPMB) and an investment project to build Tu Lien Bridge and access road.
The total investment of the project is about 20,171 billion VND, invested by the Hanoi Traffic Construction Investment Project Management Board.

According to Lao Dong in mid-December, contractors have implemented construction on site at locations where the site has been handed over.
According to the Hanoi Traffic Construction Investment Project Management Board, contractors are currently focusing on the gasoline road of the main bridge's 2 towers (the output of bored piles is 85%) and the construction of the underpass area with a flat surface (the output of bored piles is 20%).
The construction progress of the main bridge piers is expected to be from December 2025 to March 2026. Construction of tower pillars from March 2026 to June 2027. Construction of bored piles, piers of Duong River overpass, steel bridge over Ta Duong dike from December 2025 to April 2026.

Regarding site clearance, the project has a total land acquisition area of 66.53 hectares, with an expected land acquisition plan of about 760 plans (472 residential land plans, 288 agricultural land plans and land of organizations, public land), and a plan to resettle about 300 residential land plans and resettlement of Long Doi pagoda.
Up to now, the project has received about 26.99/ 66.53 hectares of land, reaching 40.6% (mainly water surface land, shared area with the National Exhibition Center project), the remaining agricultural land and residential land have not been handed over, of which Hong Ha ward has handed over about 0.04/30.68 hectares.
Bo De ward area: about 0.06/3.8ha (belonging to the old Long Bien district) has been handed over.
Dong Anh commune: the total reclaimed area is about 28.07ha, of which about 22.37ha is used jointly by the Tu Lien bridge project and the National Exhibition Center project. The water surface of the Red River and Duong River that the contractor is using is about 3.6 hectares.

According to the investor, it is expected that the localities will complete all site clearance work in June 2026.
However, to ensure the project's completion progress in 2027, some gasoline road items of the project need to be handed over immediately such as: Nghi Tam intersection location and alley head 310; Duong River overpass and Ta Duong dike overpass; pillar location (Hong Ha ward area about 0.056ha), (Long Doi pagoda, Bo De ward), in addition to the construction area of the main pillar.
On the construction unit's side, a representative of Phuong Thanh Traffic Construction Company said that up to now, the unit has received 50% of the site for project construction.
The current site can only construct 1/4 of the bridge piers in the package, the inability to construct the remaining 3 bridge piers will greatly affect the project's progress. Currently, the package is about 4 months behind the set schedule.
