Vice Chairman of the City People's Committee Vu Thu Ha has just signed and issued an official dispatch on the implementation of Resolution No. 47/2025/NQ-HDND dated November 13, 2025 of the City People's Council.
The document clearly stated that implementing Resolution No. 47/2025/NQ-HDND dated November 13, 2025 of the City People's Council stipulates tuition fees, tuition exemption compensation levels for preschools, general education institutions, public continuing education institutions and public educational institutions implementing general education programs; tuition support levels for preschool children, primary school students, and students of general education programs from the 2025-2026 school year (Resolution No. 47/2025/NQ-HDND).
The City People's Committee requests the Department of Education and Training to coordinate with the Department of Culture and Sports to widely disseminate to all classes of people, agencies and organizations about the level of tuition exemption compensation for the above educational institutions from the 2025-2026 school year. Guidelines from relevant sectors for educational institutions under the state management decentralization of education and training ensure the implementation is correct for the right subjects, public and transparent.
Preside over and coordinate with the Department of Finance and relevant units to provide specific instructions on the implementation procedures and implementation methods of granting tuition exemption compensation and paying tuition support according to regulations.
At the same time, direct affiliated educational institutions under the state management decentralization of education and training to implement Resolution No. 47/2025/NQ-HDND. For public preschools, general education institutions, public continuing education institutions and public educational institutions implementing general education programs: Publicly announce the level of tuition exemption compensation from the 2025-2026 school year as prescribed in Resolution No. 47/2025/NQ-HDND, implementation procedures and methods of tuition exemption compensation as prescribed in Decree No. 238/2025/ND-CP.
For private and non-public preschools, private and private public educational institutions implementing general education programs; high-quality public preschools and general education institutions; preschools and general education institutions under universities, colleges, and research institutes: Publicly, inform, and propagate the tuition support level from the 2025-2026 school year according to the provisions of Resolution No. 47/2025/NQ-HDND; implementation procedures and methods of payment of tuition support for preschool children, general education students, and students of general education programs studying at educational institutions according to the provisions of Decree No. 238/2025/ND-CP and the City's guidelines, in which it is necessary to seriously note the regulation "child education and preschool students must not pay tuition support fees for preschool students and general education students in general education institutions" in the proposal for "child education and general education education education support".
The City People's Committee requests the Department of Finance, based on the proposal of the Department of Education and Training, the Department of Culture and Sports and the People's Committees of wards and communes, to review and synthesize reports to the City People's Committee to arrange funding for tuition exemption and tuition support from the 2025-2026 school year according to regulations.
At the same time, guide the People's Committees of wards, communes and colleges under the City People's Committee on funding sources to ensure policy implementation according to regulations.
The Department of Culture and Sports shall preside over and coordinate with the Department of Education and Training and related units to widely disseminate to all classes of people, agencies and organizations on policies for compensation for tuition exemption for preschools, general education, public continuing education institutions and public educational institutions implementing general education programs; support tuition fees for preschool children, primary school students, and students of general education programs from the 2025-2026 school year.

The State Treasury of Region I controls the use of policy implementation funds according to regulations.
Hanoi Tax City guides educational institutions allocated funding to implement policies according to the provisions of Resolution No. 47/2025/NQ-HDND and Decree No. 238/2025/ND-CP to fulfill tax obligations according to regulations.
The People's Committees of wards and communes direct and implement the policies prescribed in Resolution No. 47/2025/NQ-HDND and instructions from relevant sectors for educational institutions under the state management decentralization of education and training to ensure proper implementation to the subjects, publicity, transparency, and compliance with the provisions of law.
Direct affiliated educational institutions under the state management decentralization of education and training to implement Resolution No. 47/2025/NQ-HDND as prescribed in Point d, Section 1 of this Official Dispatch.
Preside over and coordinate with relevant units to inspect the implementation of Resolution No. 47/2025/NQ-HDND at affiliated educational institutions according to the state management decentralization of education and training, ensuring the implementation of publicity, transparency, correct subjects and implementation of reporting regimes according to regulations. Periodically synthesize and evaluate before December 15 every year.
Direct affiliated public educational institutions that have not yet ensured regular expenditures when implementing the policy of providing tuition exemption compensation as prescribed in Resolution No. 47/2025/NQ-HDND if there are changes in revenue sources that change the level of regular expenditure self-guaranteeing, review financial autonomy plans, report to the superior management agency for consideration and appraisal to give financial autonomy according to regulations.
