At the Conference, Director of the Department of Organization and Personnel Vu Thanh Trung reported on the work of streamlining the apparatus according to Resolution 18-NQ/TW.

The Director of the Department of Organization and Personnel noted that leaders of agencies should propagate and explain to reassure cadres. The Department has also coordinated with agencies to accompany units in resolving policies for employees in a timely manner, ensuring their rights.
Speaking at the Conference, Minister of Construction Tran Hong Minh emphasized that implementing the arrangement of the apparatus and personnel according to Resolution 18, up to now, grassroots Party organizations, titles and tasks at the Ministry of Construction have been basically completed.
"Agencies and units have been perfected in leadership. In the coming time, units must focus on completing the organizational apparatus of each agency and unit. The leaders of the agencies quickly select cadres with appropriate capacity and qualities to the leadership positions of departments and offices because these are the ones who perform the direct tasks according to the newly approved functions and tasks, the Minister directed.
The Minister also directed the agencies in the merged subjects to balance the personnel of each department, lack the need to supplement to make the apparatus operate well, and make adjustments to ensure legitimate rights for workers.
Regarding the tasks of project management boards, the Minister strictly pointed out the remaining problems. The Minister requested departments to closely coordinate with specialized departments to find solutions, not to be afraid of difficulties without doing or being miserable.
Project management boards must report regularly and periodically so that the Ministry's leaders can promptly review or recommend competent authorities to review and remove difficulties," the Minister emphasized.
The Minister requested units, investors, and project management boards to review and rebuild a detailed disbursement plan. Disbursement results must be included in the leadership assessment criteria for the year.
The Minister also directed units to focus on implementing a number of key tasks such as: Developing a system of legal documents; completing the Project to remove difficulties and obstacles in a number of transport BOT projects to report to the National Assembly.
The Department of Housing and Real Estate Market Management is assigned to urgently coordinate in completing projects to report to the Government and the Prime Minister to consider the pilot project of land allocation without bidding for enterprises investing in social housing development.
