This afternoon (March 5), General Phan Van Giang - Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense - chaired the Ceremony to announce the decision to merge and reorganize agencies under the Ministry of National Defense, the General Staff of the Vietnam People's Army (VPA) and the General Department of Politics of the VPA.
Attending the ceremony were Senior Lieutenant General Trinh Van Quyet, Secretary of the Party Central Committee, Director of the General Department of Politics of the Vietnam People's Army; General Nguyen Tan Cuong, member of the Party Central Committee, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense.
Speaking to direct and assign tasks to agencies and units, on behalf of the Central Military Commission and the Ministry of National Defense, General Phan Van Giang said that from 2021 to 2024, the Central Military Commission and the Ministry of National Defense have focused on leadership and direction, and to date, the Vietnam People's Army organization has been basically streamlined, compact, strong, and 1 year ahead of schedule compared to Resolution No. 05-NQ/TW of the Politburo.
Implementing the Conclusion of the Steering Committee summarizing the implementation of Resolution No. 18-NQ/TW of the Central Committee, the Central Military Commission and the Ministry of National Defense have reported to the Politburo on the plan to continue adjusting and reorganizing the Army organization.
In which, adjust and rearrange a number of agencies, merge the Department of Finance, the Department of Planning and Investment, the Department of Economics, reorganize into the Department of Finance; merge the Institute of Defense Strategy and the Institute of Military History, reorganize into the Institute of Strategy and History of Vietnam Defense; merge the Department of Mapping and the Department of Combat, reorganize into the Department of Combat; merge the Ministry of National Defense Social Insurance and the Department of Policy, reorganize into the Department of Social Policy - Social Affairs.

According to General Phan Van Giang, the adjustment of the organization and forces of the Army is inevitably objective, in line with reality, while demonstrating a new thinking and a new vision on adjusting the organization of the Army's forces, increasingly better meeting the requirements of the cause of building and strengthening national defense and defending the Fatherland.
The Minister of National Defense requested Party committees, commanders at all levels and officers, soldiers and employees to have a deep, complete and correct awareness of the position and significance of merging and reorganizing agencies; determine determination, strongly "break through", overcome difficulties, complete assigned tasks well; build a comprehensively strong "exemplary, typical" agency, maintain and promote the achievements of agencies and units in the past time.
Agencies and units quickly stabilize the organization of staffing, assignment, and assignment of specific tasks; perfecting organizations, implementing activities in accordance with their functions and tasks; building strong organizations, excellently completing all assigned tasks.
In particular, the Minister of National Defense directed the newly merged and reorganized agencies to do a good job of preparing and successfully organizing party congresses at all levels; building truly clean and strong Party committees and organizations, taking care of and building a team of cadres and employees capable of completing immediate and long-term tasks, ensuring inheritance and solid development.
