According to the plan to arrange commune-level administrative units, District 11 has merged 10 existing wards into 4 new wards.
Binh Thoi Ward was established on the basis of merging the entire Ward 3, Ward 10 and part of Ward 8, with an area of 1.52 km2, population of 55,851 people. The working headquarters is located at 268 - 270 Binh Thoi Street, which is also the old headquarters of District 11 People's Committee.
Hoa Binh Ward is formed from Ward 5 and Ward 14, with an area of 0.98 km2 and a population of 49,863 people. The new headquarters of the ward is located at 347 Lac Long Quan street, the old headquarters of the People's Committee of Ward 5.
Minh Phung ward was merged from Ward 1, Ward 7 and Ward 16, with an area of 1.27 km2, the largest population of the 4 wards with 74,459 people. The working headquarters is located at 183A Ly Nam De Street (former headquarters of Ward 7 People's Committee).
Phu Tho ward is formed from Ward 11, Ward 15 and part of Ward 8, with an area of 1.37 km2, population of 47,094 people. The headquarters of the Ward People's Committee is located at 233 - 235 Le Dai Hanh Street (former headquarters of Ward 11 People's Committee).

Currently, Ho Chi Minh City is piloting the local government model at the commune level in 102 new wards and communes, before officially operating from July 1.
Mr. Nguyen Tran Binh - Chairman of District 11 People's Committee - said that the locality has proactively reviewed all infrastructure, information technology systems and equipment to ensure effective operating conditions for ward-level public administrative centers.
Currently, all 4 new wards have completed upgrading their information technology infrastructure, ready for digital transformation and e-government implementation in the coming time. The systems have been synchronously connected to receive, process and return administrative procedure results smoothly" - Mr. Binh informed.
According to Mr. Nguyen Tran Binh, in addition, personnel arrangements are also being carried out urgently. The team of professional cadres and civil servants has been reasonably rearranged, coordinating with cadres in the old wards to take on positions at the new public administrative center.
The processes for receiving and processing documents have been reviewed and assigned clearly, to avoid overlap and ensure uninterrupted service to people.
To ensure the effectiveness of the new system, District 11 has coordinated with the Ho Chi Minh City Digital Transformation Center to organize training on professional skills and use the administrative management system for all cadres, civil servants and ward leaders.
Up to now, 100% of cadres working at public administrative centers have completed the training program, ready to receive and handle administrative procedures according to the new model.
