On March 21, the Hanoi People's Committee issued Instruction No. 01/HD-UBND on guiding the framework of criteria and assessment scales for cadres, civil servants, public employees and workers to implement the restructuring of the apparatus, streamlining the payroll and restructuring, improving the quality of cadres and civil servants and resolving policies and regimes.
The subjects of application include cadres, civil servants, public employees and workers who are subjects of Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP under the management of agencies, organizations and units under the city government.
The assessment is carried out according to the criteria of each job position group in accordance with the characteristics of the situation and practice of the agency, organization, or unit. Each group of job positions has different evaluation criteria and scoring weightings depending on the nature of the job and position.
The assessment results are calculated on a 100-point scale based on the results of performing tasks in the last 3 years. The total scores for each cadre, civil servant, public employee, and worker are arranged in order from high to low.
The settlement of early retirement or termination of employment in cases of voluntary application must be agreed upon by the head of the agency, organization or unit according to regulations. If they do not agree, the head of the agency, organization or unit must respond in writing and state the reason.
Do not consider or resolve cases of voluntary applications for early retirement or resignation but are assessed as having outstanding qualities and abilities, daring to think, daring to do, daring to take responsibility for the common good, having outstanding achievements, bringing benefits to agencies, organizations, and units.
In case the head of an agency, organization or unit has issued a document not agreeing to early retirement or termination of employment but the cadres, civil servants, public employees and workers still wish to retire, the competent authority shall immediately resolve the termination of employment and not enjoy the regime according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP.
Based on the number of people with voluntary resignation applications approved by competent authorities, from the assessment results, agencies, organizations and units continue to determine the number of people that need to be considered for streamlining to meet the criteria for reducing the number of cadres, civil servants, public employees and workers by 25% according to regulations, ensuring the principle of streamlining those with the lowest assessment results from the bottom up.
In addition to the target of reducing 25% of cadres, civil servants and public employees, agencies, organizations and units can base on the results of the assessment to continue screening to improve the quality of the team to meet the requirements of assigned tasks.
For cadres, civil servants and public employees who have not met the training standards for the apparatus after the restructuring; professional degrees that do not meet the job position requirements approved by competent authorities, agencies, organizations and units will consider and evaluate to resolve the policy regime according to regulations.
Based on the number of positions assigned by competent authorities or according to the approved job position project, the number of positions present, agencies and units determine that the number of positions must be reduced by 2030 to 25% according to the number of positions assigned in 2025, ensuring an average of at least 5% of downsizing each year, in 2 groups.
Group of people who are eligible and voluntarily apply for retirement: Based on the number of people who voluntarily applied for early retirement or quit their jobs, agencies, organizations, and units will consider evaluating and specifically resolving each case in the following priority order: Cadres, civil servants, public employees, and workers with poor health, who do not meet job requirements; For cadres, civil servants, public employees, and workers after the organizational arrangement, the arrangement of administrative units that do not meet training standards; professional qualifications that do not meet the job position requirements approved by competent authorities; Cadres, civil servants, public employees, and workers with less than 10 years of service to retirement age as prescribed.
Other criteria (encouraging agencies, organizations, and units to specify): Cadres, civil servants, public employees, and workers who wish to quit their jobs, retire early to change careers, and stabilize family life. Other criteria are developed by agencies, organizations and units themselves, ensuring that they are suitable to the characteristics of the situation and the reality of the agency, organization or unit.
For the group considering streamlining through assessment, based on the number of staff that needs to be streamlined in the 2025-2030 period and the number of voluntary streamlining, agencies, organizations and units will conduct a review and assessment according to the above assessment criteria framework to resolve the remaining streamlining.
