People and workers benefit from models close to the people
After a year of implementing the 2-level local government model, the resolution of administrative procedures in Vinh Long has had many positive changes. New models are gradually removing barriers of time and distance, creating convenience for people and workers.
More than 40 years attached to the seafood fishing profession, Mr. Do Van Thuan - owner of Tan Trung Lap fishing enterprise, Binh Dai commune - said that before, every time carrying out procedures related to fishing vessels, the certification of documents or confirmation of dossiers had to go far, costing time and money.
According to Mr. Thuan, fishermen regularly stick to the sea for many days, so many trips to supplement dossiers affect production plans. Since implementing the 2-level local government, people only need to go to the Binh Dai Commune Public Administrative Service Center for guidance and procedures.
What I am most satisfied with is that the staff are very enthusiastic, not only receiving dossiers but also guiding people on procedures they do not know, helping to complete papers right on the spot. The non-territorial administrative procedure solution model also creates more convenience for fishermen," Mr. Thuan shared.
Not only coastal residents, many workers also benefit from the "Nighttime Public Administration Service" model in An Hoi ward. The model is held on Friday evenings every week, creating conditions to resolve procedures outside office hours.
Ms. Le Cam Trang - a worker at Giao Long Industrial Park - said that before, every time she needed to make papers, she had to resign. This not only affected her work but also cost her monthly attendance fee.
Once I needed to make a power of attorney for relatives to transfer land use rights, but I didn't know how to arrange the time. Now that there is public administrative service at night, I take advantage of working after work hours, the staff guides me attentively, so the procedures are completed very quickly, without having to quit my job as before," Ms. Trang said.
Taking people's satisfaction as a measure
Talking to Lao Dong Newspaper, Mr. Dang Minh Dang Khoa - Deputy Director of the An Hoi Ward Public Administrative Service Center - said that the "120 minutes outside office hours for workers" model was implemented from the end of May, serving from 6 pm to 8 pm every Friday.
The Center arranged 13 officials, civil servants, and public employees to take turns working overtime, prioritizing serving workers, laborers and business households. After more than 1 month, the model organized 3 sessions, receiving 24 turns of citizens, and processing 19 dossiers.
The main procedures include certification, resume, power of attorney, professional qualifications dossiers. Officials also support online public services, cashless payments, contributing to improving the quality of administrative procedure resolution, building a public administration close to the people, for the people.
Ms. Chau Thi Kim Thanh - Deputy Chief of Office of the Provincial People's Committee, Director of Vinh Long Provincial Public Administration Service Center - said that after a year of implementing the 2-level local government model, the whole province has built 69 models and initiatives from 43 units, including the Provincial Public Administration Service Center and 42 commune-level Public Administration Service Centers.
Many typical models such as resolving non-territorial administrative procedures, "120 minutes outside office hours for workers", "Saturday for the people", "Unscheduled days", QR code applications, AI assistants, document digitization... have been effective, contributing to improving the quality of service for people and businesses.
According to Ms. Thanh, as of May 31, Vinh Long province achieved 97.15/100 points (information from the National Public Service Portal), continuing to rank first among 34 provinces and cities according to Index 766 on the quality of service to people and businesses in resolving administrative procedures.
In the coming time, the province will continue to replicate effective models at the Public Administration Service Center, promote digital transformation, apply artificial intelligence, innovate from management thinking to proactive service, taking the satisfaction of people and businesses as a measure of service," Ms. Thanh added.
