The "Imperial Public Administration Group" model implemented by the Hanoi City Public Administration Service Center - Branch No. 3 - is contributing to creating a new face for the grassroots administration: closer to the people, more proactive and more humane.
In recent days, officials and employees of Branch No. 3 have divided into many small groups, directly going to residential areas in Ba Dinh ward (Hanoi) to support people, especially the elderly and people with weak health, to carry out the certification of signatures of power of attorney to receive pensions and social insurance allowances.
Dr. Bui The Hung (Director of Branch No. 3 - Hanoi City Public Administrative Service Center) said that the administrative reform and digital transformation of the city in the past time have had many positive changes, taking people as the center of service.
However, in reality, there are still many elderly people, vulnerable people, and people in difficult circumstances facing obstacles in accessing administrative procedures and digital platforms.
''From that reality, the "Imperial Public Administration Team" model is being implemented not only to support the resolution of administrative procedures but also to contribute to bringing the government closer to the people with a spirit of proactiveness, dedication and responsibility'', Mr. Bui The Hung said.
To create favorable conditions for people, Branch No. 3 has organized many points to support the certification of signatures of power of attorney to receive pensions and monthly social insurance allowances in residential areas and residential groups, and at the same time arranged officials to work extra on weekends.
According to statistics, from April 7 to May 26, 2026, members of the shock team successfully supported nearly 300 dossiers related to the certification of signatures of power of attorney to receive pensions.
In the shock team formation, there are many young officials of the Hanoi City Public Administrative Service Center - Branch No. 3. Accompanying from the beginning of April 2026, Ms. Tran Hong Ngoc (Receiver and Result Return Officer - Branch No. 3) has participated in mobile support trips in Ba Dinh ward and directly guided people to carry out administrative procedures.
Most of the cases in need of support are elderly people, with weak health or living alone, so traveling to carry out procedures is very difficult. There are elderly people who are old, have difficulty moving, and even cannot get out of bed themselves. Therefore, we proactively divided into many groups, directly going to their homes to guide, receive dossiers and support the certification of signatures right at their place of residence," Ms. Tran Hong Ngoc said.
Many days, officials work overtime, taking advantage of the weekend holiday to promptly support people to complete procedures.
What we want most is for people, especially the elderly, not to have to wait but still fully ensure their rights to receive monthly pensions and social insurance allowances," Ms. Tran Hong Ngoc shared.
Behind the trips to each small alley, each house is the desire for the elderly and people with weak health not to have their social security rights interrupted just because of difficulties in carrying out administrative procedures.
With flexible, proactive and humane approaches, the "Imperial Public Administration Teams" not only support procedural resolution but also contribute to building a service-oriented administration, where people are truly placed in the center and no one is left behind in the digital transformation process.
The Law on Social Insurance No. 41/2024/QH15 takes effect from July 1, 2025. According to the provisions of point d, clause 2, Article 10 of the Law, people enjoying social insurance benefits have the right to authorize in writing others to implement social insurance; in case of authorizing the receipt of pensions, social insurance allowances and other regimes as prescribed, the authorization document is valid for a maximum of 12 months from the date of establishment of the authorization.
