After 1 year of operating the 2-level local government model after the merger, Vinh Long province achieved many positive results in arranging the organizational structure, administrative reform and digital transformation, creating a foundation to improve the effectiveness of state management and the quality of service to people and businesses.
Talking to Lao Dong Newspaper, Mr. Tran Van Lau - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Vinh Long province said that the province's apparatus is arranged in a streamlined direction, reducing intermediate focal points, operating smoothly and without interruption.
The arrangement of cadres, civil servants, and public employees is carried out in association with job positions, and the demarcation of authority between levels is increasingly clear, contributing to improving the effectiveness and efficiency of state management.
In addition, the province strengthens financial and budget management, promotes document digitization and digital transformation, and gradually forms a digital working environment in state agencies. This is the foundation for improving the quality of service for people and businesses and meeting development requirements in the new period.

According to the Secretary of Vinh Long Provincial Party Committee, after arrangement, the province's socio-economy continues to maintain stability and development; cultural and social fields have made many advances; social security is ensured; national defense and security are maintained. Budget management basically meets requirements, financial discipline is strengthened.
Notably, the quality of service to people and businesses in resolving administrative procedures continues to be clearly improved.
As of May 31, Vinh Long achieved 97.15/100 points according to Index 766 on the quality of service to people and businesses in resolving administrative procedures, thereby ranking first in the country in the group of 34 provinces and cities (Information from the National Public Service Portal).
In the first quarter of 2026, the province successfully organized the election of National Assembly deputies of the 16th term and People's Councils at all levels for the 2026-2031 term, with a voter turnout rate of 99.99%, belonging to the group of 4 provinces with the highest voter turnout rate in the country. The province has also completed the announcement of adjustments and supplements to the plan, opening up new development space after the merger.
However, the process of operating the new model still has some limitations such as: the concretization of policies is sometimes slow; a part of officials are not uniform in capacity; coordination between levels and sectors is not really close; digital infrastructure and shared data are not synchronized; grassroots human resources lack modern management skills.
Vinh Long Provincial Party Secretary added that in the coming time, the province determines to continue to thoroughly grasp the Central Government's policy on building 2-level local governments; strongly shift thinking from administrative management to creation, service and development.

At the same time, continue to review and improve the organizational structure in the direction of streamlining, effectiveness, and efficiency; strictly implement the "6 clear" principle: clear people, clear tasks, clear responsibilities, clear authority, clear time, clear results.
The province also focuses on improving the quality of the contingent of officials, especially at the grassroots level; promoting digital skills and management capacity training; strengthening decentralization and delegation of power associated with resources; innovating leadership and management methods on a digital platform, taking data as the center, taking people and businesses as the service subjects. Along with that, strengthening inspection and supervision; promptly detecting and rectifying limitations; replicating effective models; and ensuring good regimes and policies for officials, civil servants, and public employees to feel secure in their work and be attached to them for a long time.
