Rushing "super construction sites
Over the past year, Hanoi's transport infrastructure has changed significantly when a series of key projects were simultaneously implemented. From strategic bridges across the Red River and Duong River such as Tu Lien, Tran Hung Dao, Ngoc Hoi, Thuong Cat, Van Phuc, Hong Ha, Me So, Le Chi to the Ring Road 4 - Capital Region project, progress is being accelerated.
Records at construction sites show that the construction atmosphere is always urgent. According to the Hanoi Traffic Construction Investment Project Management Board, all 9 river overpass projects and ring roads are being accelerated.
In which, Tu Lien bridge has completed all site clearance work and completed the main pier bored pile item. Tran Hung Dao bridge has achieved nearly 95% of the site clearance volume, basically completing the bored pile part. Two bridges Hong Ha and Me So (belonging to Ring Road 4 project) have completed the bored pile, foundation and pier body items exceeding the flood level, striving for technical traffic opening in 2027. Meanwhile, Thuong Cat and Van Phuc bridges are also simultaneously constructing the lower structural items, exceeding the set schedule.
Hanoi's ability to simultaneously deploy many large-scale infrastructure projects stems from the determination to implement the specific mechanisms of the 2024 Capital Law. Previously, the biggest bottleneck in infrastructure development was not only capital sources but also overlapping investment procedures and prolonged preparation time.
The Capital Law 2024 is expected to create a breakthrough when strengthening decentralization and delegation of power in investment decisions, helping the city be more proactive in mobilizing and using resources. Hanoi can flexibly allocate budget, expand public-private partnerships (PPP), and effectively exploit added value from land according to the urban development model associated with public transport (TOD).
According to Mr. Phan Truong Thanh - Head of Finance - Investment Department (Hanoi Department of Construction), the TOD model with urban railways as the core will help effectively exploit land funds, reduce pressure on the historical inner city area and improve the quality of life of people. Currently, 5 urban railway lines are being accelerated in investment preparation and deployment thanks to these specific mechanisms.
New mechanism expands development space, increases regional connection
Strong investment in transport infrastructure is not only aimed at solving the immediate congestion but also towards the goal of expanding the development space of the Capital. When new bridges are completed, the pressure on existing bridges such as Chuong Duong, Vinh Tuy and Thanh Tri will be significantly reduced, while creating strong development momentum to the North and East of Hanoi.
The new transportation network will also strengthen Hanoi's connection with neighboring localities such as Hung Yen, Bac Ninh, Thai Nguyen and Vinh Phuc, contributing to promoting the development of industry, logistics and satellite cities. For example, the route connecting Gia Binh airport with Le Chi bridge is expected to become an important traffic axis connecting the Capital with the Northeast region.
Despite achieving many positive results, the project implementation process still faces many difficulties such as site clearance, relocation of technical infrastructure and construction within the dike area.
However, with a new management mindset, the Hanoi People's Committee regularly reviews progress, clearly assigns responsibilities to each unit, each individual and requests to thoroughly handle obstacles right at the construction site.
