2026 Capital Law creates three major breakthrough groups
Disseminating and thoroughly grasping some basic contents of the Capital Law No. 02/2026/QH16, Deputy Minister of Justice Nguyen Thanh Tu emphasized that the Capital Law creates three major breakthrough groups including: Breakthrough in institutions; breakthrough in development thinking; breakthrough in development space.
In which, regarding institutions, the Capital Law empowers Hanoi to build mechanisms, policies and organize implementation in accordance with the development requirements of the Capital. The city is allowed to decide on the organizational structure and personnel to organize implementation.
Regarding development thinking, the Capital Law 2026 focuses on building new development models for the Capital, associated with new economic models. Regarding development space, the Law expands the linkage mechanism between Hanoi and localities inside and outside the region, while creating a mechanism for developing underground space, low-lying space and orienting high-lying space in the future.
The law also grants more power to Hanoi in organizational structure, public service regime; planning and management of the Capital's space; urban development according to the TOD model; urban embellishment; environmental protection; resource management; ensuring urban order and safety; management of relics, tourism, education, health and science and technology; controlled testing mechanism (sandbox)...
Regarding human resource development, the law stipulates a mechanism to attract and value high-quality human resources through policies on salaries, housing, benefits and investment in facilities for training institutions.
Hanoi is also applied housing policies for cadres, civil servants, public employees of the city and central cadres and civil servants working in Hanoi; is entitled to hire experts to serve the handling of development issues of the Capital.
Strictly handle cases of delay, avoidance, and shirking responsibility
At the conference, Chairman of Hanoi People's Committee Vu Dai Thang emphasized that the implementation of the 2026 Capital Law must be identified as a key and consistent political task of the entire political system; ensuring that the law quickly comes into life, creating new momentum for the rapid and sustainable development of Hanoi.
According to the Chairman of the City People's Committee, immediately after the 2026 Capital Law was passed, city leaders requested all levels and sectors to focus on effectively implementing a number of key tasks.
First of all, fully grasp the spirit of Directive No. 15-CT/TU of the Standing Committee of the City Party Committee; identify the implementation of the Capital Law as a central and consistent political task of each agency and unit.
High consensus on awareness and action throughout the political system from the city to the grassroots level; promoting the role and responsibility of the head in directly leading, directing and being fully responsible for the results of implementation.
According to Chairman of the City People's Committee Vu Dai Thang, the implementation process must be carried out according to the principle of "clear people, clear tasks, clear progress, clear responsibilities, clear products, clear authority"; and at the same time strengthen inspection and supervision, promptly rectify and strictly handle cases of delay, avoidance, and shirking responsibility.
The Capital Law 2026 has opened up great development opportunities for Hanoi. However, to turn opportunities into reality, the entire political system of the city must act with the highest determination, strong innovation spirit and truly effective implementation methods.
Political determination needs to be transformed into specific actions, measured by work progress, document quality and substantial development results," Chairman of the City People's Committee Vu Dai Thang emphasized.
The Chairman of the City People's Committee requested each agency, unit, and each official and party member of the City Party Committee to promote the spirit of daring to think, daring to do, and daring to take responsibility; proactively and effectively exploit the specific mechanisms and policies that the Capital Law has assigned, taking people and businesses as the center of service.
