On June 27, Ly Hoa Border Guard Station said that it had just coordinated with Dong Trach Commune People's Committee (Quang Tri province) to organize a conference to propagate regulations on combating illegal, unreported and unregulated (IUU) fishing for fishermen in the area.
At the conference, functional forces focused on disseminating the contents of Decree No. 41/2026/ND-CP dated January 25, 2026 detailing a number of articles and measures to implement the Law on Fisheries; Decree No. 301/2025/ND-CP dated November 17, 2025 amending and supplementing a number of articles of Decree No. 38/2024/ND-CP on sanctioning administrative violations in the field of fisheries.
Fishermen are also instructed to install and use eCDT VN electronic seafood exploitation logbook software on the Vietnam Seafood Electronic Origin Traceability System; and at the same time establish and guide the operation of the Zalo group "Safe Boats".
Attending the conference were leaders of the Commune People's Committee, functional departments, heads of 12 villages with fishing boats from 6m or more and about 120 boat owners and captains. The organizing committee distributed 360 leaflets, supporting the installation of eCDT VN software for fishermen.
According to Ly Hoa Border Guard Station, propaganda activities contribute to raising awareness and legal compliance of fishermen in seafood exploitation associated with protecting sea and island sovereignty, towards the goal of removing the "yellow card" warning of the European Commission (EC).
This is also an activity contributing to spreading the "Skillful Mass Mobilization" movement, consolidating the people's security and national defense posture and the "All people protect national security" movement from the grassroots level.
