On January 31, according to PV's investigation, Cao Bang Provincial People's Committee has just announced a list of 82 legal normative documents issued by the Provincial People's Council and Provincial People's Committee that have expired completely in 2025.
The list is issued together with Decision No. 78/QD-UBND dated January 27, 2026, including 20 resolutions of the Provincial People's Council, 58 decisions and 4 directives of the Provincial People's Committee.
These documents are all completely invalid, there are no cases of suspension.
In addition, 51 legal normative documents partially expired were also announced. Among these, there are 18 Resolutions and 33 Decisions.
According to Cao Bang Provincial People's Committee, expired documents are mainly due to being replaced by new regulations, being abolished or expired according to the provisions of law.
Among these, many documents related to the organizational structure and functions and tasks of departments and sectors such as Finance, Planning and Investment, Construction, Justice, Foreign Affairs, Health, Education and Training have been replaced to suit the arrangement and consolidation of the local administrative apparatus.
In the financial and budgetary sector, a series of regulations on operating expenses, conference organization, public procurement, and irrigation service prices have been adjusted or abolished to ensure consistency with the new regulations.
Documents related to resource and environmental management such as the Land Development Fund, the conversion rate for calculating environmental protection fees in mineral exploitation, and the resource tax calculation price list have also been issued to replace them.
In addition, many regulations in the fields of construction, transportation, urban areas, education, health, social security and inter-sectoral coordination regulations in crime prevention and control, business management, and ensuring traffic order and safety are also on the list of expired documents.
The publication of the list of expired documents is carried out periodically to ensure the transparency and consistency of the local legal system.
Through this, agencies, organizations, businesses and people promptly update and apply current regulations correctly, avoiding the use of outdated documents that no longer have legal value.
