On the afternoon of January 15, the Fire and Rescue Police Department (C07) of the Ministry of Public Security organized the launching ceremony of the Command Information Center connecting the system for transmitting information and reporting fire and rescue incidents.
At the ceremony, leaders of the Ministry of Public Security, representatives of ministries and sectors, representatives of leaders of the Ministry of Public Security Office... performed the ceremony of pressing the button to launch the command information center connecting the fire prevention and fighting (PCCC) information and incident reporting system.
The Ministry of Public Security said that the fire prevention and fighting incident communication and reporting system includes functions such as:
Receive fire warning information from communication equipment at the grassroots level to the fire prevention and fighting and rescue command center of the Ministry of Public Security and local police;
Supporting combat command on digital maps with the function of finding the shortest route, displaying information on fire prevention and fighting and rescue units, water sources near the incident site, fire truck location in real time, sending support requests, and updating handling results;
Monitor and inspect the fire prevention and fighting work of the grassroots level on the online environment;
Digitalize, synchronize, and standardize the fire prevention and fighting database and be able to integrate with specialized databases when needed. Regarding technical infrastructure, the command information center system is formed on the basis of socialized resources based on the coordination of the National Cybersecurity Association and GTEL.
To date, 37 command information centers have been put into operation, including one C07 Center, two centers of the Advisory Office (PV01), 34 PC07 centers in 34 provinces and cities, and 437 monitoring and information reception stations for the area fire fighting and rescue team.
In parallel, more than 1,000 GPS devices have been installed on fire trucks, fire trucks and specialized vehicles to serve journey monitoring and optimize mobility in case of incidents.
Regarding data and software platform, the system has completed the reception and standardization of data of 100% of establishments under fire prevention and fighting management, nearly 900,000 establishments, with more than 200 information fields of each establishment.
At the same time, 100% of resources such as forces, vehicles, water pumps, drainage ditches, reservoirs, and key residential points have also been digitized and integrated into the combat digital map.
The Ministry of Public Security said that the fire alarm transmission system is operated according to a multi-level command model, ensuring concentration and unity.
In addition to the fire alarm transmitter, the system integrates receiving alarms from switchboard 114 and the 114 fire alarm application, supporting authentication via VNeID. Thereby minimizing anonymous alarms, wasting verification time in emergencies.
Putting the "fire alarm 114" application into operation creates an important step forward in bringing digital technology closer to people, helping people and businesses to report fires, send images, videos, and locate the scene, shortening the "golden time" in handling incidents.
Speaking at the ceremony, Senior Lieutenant General Le Van Tuyen - Deputy Minister of Public Security - assessed that this is an important event marking the transition from the traditional command and fire fighting, rescue and relief model to the model of command receiving information to mobilize fire fighting, rescue and relief forces using a real-time data technology system.
