On the morning of November 13, the Hang Xanh Traffic Police Team under the Traffic Police Department (CSGT) - PC08 of Ho Chi Minh City Police set up checkpoints to check and handle cases of people using bicycles for exercise and violating the law on Pham Van Dong Avenue (Binh Thanh District).
At around 5:00 a.m. the same day, the working group discovered Mr. N.H.L. (born in 1974, residing in Go Vap district) and Mr. D.N.A. (born in 1976, residing in Thu Duc city) riding a bicycle into the car lane on Pham Van Dong street, so they asked both of them to stop their vehicles for questioning.
Through investigation, these two people admitted to their violations. Traffic police have issued administrative violation reports against Mr. N.H.L. and Mr. D.N.A. for the crime of "Driving a vehicle onto a road with a sign prohibiting entry for the type of vehicle being driven". According to regulations, these two people will be fined 200,000-300,000 VND.
At the same time, when seeing the traffic police checkpoint, many other people were cycling for exercise in the car lane and immediately carried their bikes across the median strip to get back to the correct lane.
Having been selling groceries on Pham Van Dong Street for decades, Mr. Duong Can (57 years old, living in Thu Duc City) said that almost every morning there are people riding bicycles but they travel in the car lane. "Early in the morning, seeing the empty road and no traffic police, people take risks, some even run red lights and "speed" very fast," said Mr. Can.
According to the Hang Xanh Traffic Police Team, since the beginning of the year, the unit has handled 51 cases of cyclists driving into the prohibited road. Traffic police also regularly patrol and control Pham Van Dong Street, however, cyclists often take advantage of the early morning when there are no police officers to drive into the prohibited road.
