Vinh Tuong District is the leading locality in Vinh Phuc Province in implementing the movement to build sewers and drainage ditches to overcome environmental pollution in residential areas. After a short time of implementation, the movement has attracted the participation of many classes of people in the residential community.
With the consensus of the people, tens of billions of dong have been contributed by the people to complete the drainage system, build rural roads, plant trees, and build flower roads on inter-village and inter-commune roads.
In the past 2 years, the Vietnam Fatherland Front, socio-political organizations and people of Vinh Tuong district have mobilized people to build more than 138km of drainage ditches in residential areas; planted 114 flower roads with a total length of more than 31km; painted more than 1,600m2 of murals to create "fresco roads" to help the rural environment become more civilized and livable.
Not only in Vinh Tuong district, the movement to build sewers and drainage ditches to overcome environmental pollution has spread to every residential area in Vinh Phuc province, thereby mobilizing the active participation of people in environmental protection work.
Assessing the positive effects of this movement, Chairwoman of the Vinh Phuc Provincial Fatherland Front Committee Bui Thi Thu Hang said that - through practice, the movement has created profound changes, raising people's awareness of environmental protection, building a bright, green, clean and beautiful residential landscape.
In order to form methods, steps, and ways to build advanced new rural areas and model new rural areas for the whole country in general and Vinh Phuc in particular, the Provincial Party Committee issued Resolution No. 12 on strengthening leadership in implementing the National Target Program on New Rural Construction for the 2021-2025 period; Resolution No. 40/2022 approving the Project on implementing the National Target Program on New Rural Construction in Vinh Phuc province for the 2021-2025 period.
Accordingly, new rural construction is identified as an important task in agricultural and rural development with the goal of: "Building a rich - beautiful - civilized rural area of Vinh Phuc; having a modern socio-economic infrastructure; linking rural development with urban development according to planning...
The results of the National Target Program on New Rural Development have changed the face of Vinh Phuc's rural areas with increasingly developed and synchronized socio-economic infrastructure; the rural economy has grown quite well and shifted positively; the material and spiritual life of the people has been constantly improved and enhanced.
Currently, the province has 34 communes meeting the advanced new rural standards, 2 communes meeting the model new rural standards. The average income per capita in rural areas reaches 60 million VND. The multidimensional poverty rate has decreased to 0.69%; 93% of rural residents participate in health insurance; 4 districts and cities have been recognized as meeting the standards, completing the task of building new rural areas.
The rate of rural households using hygienic water reached 100%, of which the rate of households using clean water meeting national technical standards reached 66.09%.
Results of implementing the program's main targets (by the end of 2021): Average income per capita in rural areas reached 50.79 million VND; the poverty rate according to the multidimensional poverty standard for the period 2016-2020 was 0.44%; according to the multidimensional poverty standard for the period 2021-2025 was 1.51%.
Currently, the whole province is effectively integrating capital sources of 3 national target programs and other programs and projects in rural areas in the 2021-2025 period to complete the goals of new rural construction, avoid overlap, and contribute to improving the efficiency of resource investment.
