With 100% of members present voting in favor, the National Assembly Standing Committee has just approved the plan to arrange administrative units (AU) at district and commune levels of 12 provinces and cities.
Localities considered for the arrangement of administrative units in this period include An Giang, Dong Thap, Ha Nam, Hanoi, Ha Tinh, Ho Chi Minh City, Phu Tho, Son La, Quang Ngai, Quang Tri, Tra Vinh, and Vinh Phuc.
The effective date of the resolutions is from January 1, 2025, and for the resolution of Son La province, from February 1, 2025.
Specifically, in Vinh Phuc province, according to the Government's Project, from 2023 to 2025, there are no district-level administrative units subject to compulsory rearrangement. However, 22 out of 136 commune-level administrative units (19 communes, 2 wards, and 1 town) are subject to compulsory rearrangement.
The government has proposed the reorganization of 28 commune-level administrative units, including 16 out of 22 units that are required to undergo compulsory reorganization and 12 related adjacent units. However, it has decided not to reorganize 6 out of the 22 units due to special circumstances.
The Government's project builds 13 options for arranging commune-level administrative units, including two options, for merging three commune-level administrative units into one commune-level administrative unit, and eleven options for merging two commune-level administrative units to form 1 commune-level administrative unit.
After the merger and reorganization, Vinh Phuc province reduced 15 commune-level administrative units from 136 units to 121 units, including 88 communes, 15 wards, and 18 towns.
According to the province's project, in the 2023-2025 period, Vinh Phuc will reorganize 28 commune-level administrative units into 13 units in 6 districts and cities, including Phuc Yen, Vinh Tuong, Yen Lac, Tam Duong, Lap Thach, and Song Lo.
Among these, Vinh Tuong is the district with the largest number of communes that are subjected to arrangement and merger in the province (10 communes).
By the end of March 2024, all 28 communes and towns subject to rearrangement in Vinh Phuc province had completed collecting voters' opinions. Of these, 91.6% of voters agreed with the merger plan and the new name after the merger.
After the rearrangement, the province will have 9 districts, cities, 121 communes, wards, and towns, including 88 communes, 15 wards, and 18 towns. It also reduced 15 commune-level administrative units compared to before the rearrangement.
According to the Department of Home Affairs of Vinh Phuc province, 143 cadres and 130 civil servants will be arranged at the 13 new administrative units after the arrangement.
