Prioritize social security policy
Since the re-establishment of the province, Vinh Phuc has gone through 6 Provincial Party Congresses and in all the documents of the Provincial Party Congresses, the resolutions of the Provincial Party Committee and the Provincial People's Council, the system of social security policies has always been reflected in all 3 aspects, including: Helping beneficiaries increase their access to public services; supporting production through preferential loan policies, interest rate support, job guarantee; investing in developing infrastructure for localities, improving people's living standards.
Along with that, Vinh Phuc province has mobilized the participation of the entire political system and society, spreading social security work, expanding coverage and promoting positive impacts in the lives of each citizen and worker. In particular, the trend of developing social assistance is always in the group of provinces that are ahead and higher than the regulations of the Central Government, the general level of provinces and cities, especially policies for the elderly, those who are unable to escape poverty, social protection beneficiaries, people with disabilities, etc.
According to the report of the Department of Labor, Invalids and Social Affairs, with the participation of the entire political system, all classes of people, and the business community, social security work in the province has always been well implemented, creating a widespread impact throughout society. All members of society are guaranteed a minimum level of income and medical services when they are economically active or retired, unemployed, sick, pregnant, old, or disabled without the ability to generate income. The number of people receiving regular social assistance increased from 39,816 in 2016 to 43,809 in 2023 and 43,435 in 2024, accounting for 2.9% of the province's population.
Social protection beneficiaries outside the community are cared for and enjoy benefits 1.24 times higher than the general standard issued by the Central Government, with the total annual budget paid to social protection beneficiaries outside the community being over 330 billion VND/year.
Focus on job creation for workers
Vinh Phuc province has issued and effectively implemented policies to support vocational education activities and job creation for workers. Promote activities to support job counseling and referrals through job exchanges, support sessions, mobile job counseling in districts, cities, and online job exchanges. Prioritize preferential loans for job creation, economic development, creative startups, and labor export.
Up to now, the rate of trained workers has reached over 80%, the rate of trained workers has reached over 30%. On average, each year, Vinh Phuc province creates jobs for 24,000 people, exceeding the target set by the Resolutions of the Provincial Party Congresses.
Aiming at the goal of sustainable poverty reduction, Vinh Phuc province has issued Resolution No. 18 on regulating the monthly social assistance level for the elderly aged 70 to under 80 in poor and near-poor households without pensions, social insurance benefits, preferential subsidies for people with revolutionary contributions in the province; Resolution No. 07 on regulating the loan policy to create jobs for workers and support some expenses for workers working abroad under contracts...
Along with that, promoting the role of socio-political organizations in mobilizing organizations and unions to support and help poor households; mobilizing social resources, implementing well preferential policies for people with revolutionary contributions, poverty reduction, social assistance... to make Vinh Phuc continue to be the leading locality in the country in implementing social security policies and ensuring people's lives.
