On July 20, Deputy Minister of Home Affairs Nguyen Manh Khuong signed Official Dispatch No. 7689/BNV-CVL on urgently overcoming the consequences of the labor accident and strengthening labor safety and hygiene.
According to a quick report from the Thanh Hoa Provincial Department of Home Affairs, at about 5:30 pm on July 18, a particularly serious labor accident occurred at the pig farm of Dabaco Thanh Hoa Co., Ltd., located in Truong Giang village, Thach Quang commune. The accident killed 5 people and injured 2 others. The specific cause is being investigated and verified by functional agencies.
In the official dispatch, the Ministry of Home Affairs sent condolences to the injured and deep condolences to the families and relatives of the deceased.
The Ministry of Home Affairs requested the Thanh Hoa Provincial People's Committee to urgently direct agencies, organizations and local authorities to focus on rescuing and taking the best care of the injured; visit and promptly support the families of the victims; fully resolve regimes and policies according to regulations.
The Ministry of Home Affairs also requested the Thanh Hoa Provincial People's Committee to direct functional forces to urgently investigate and clarify the cause of the accident; determine the responsibilities of relevant organizations and individuals and strictly handle violations according to the provisions of law.
Thanh Hoa Provincial People's Committee is also requested to strengthen inspection and examination of production and business activities in the area; promptly detect and handle cases of violations of labor safety regulations, and prevent similar incidents from occurring.
Businesses and production and business establishments must proactively review, identify, and fully assess risks and hazards related to occupational safety and health; implement measures to eliminate and control risks in the workplace.
The Ministry of Home Affairs requested Thanh Hoa province to organize information, warnings, and lessons learned from the accident; propagate and guide employers and employees to strictly implement regulations, procedures and safety assurance measures.
For Dabaco Vietnam Group, the Ministry of Home Affairs proposed to direct Dabaco Thanh Hoa Co., Ltd. to closely coordinate with functional agencies in the process of investigation and remediation of consequences; fully implement regimes and policies for victims and their families.
The Group must organize a comprehensive review of occupational safety and health at affiliated and directly affiliated units. The inspection needs to focus on production facilities, livestock farms, waste treatment systems, repair and maintenance activities, electrical systems, limited space and high-risk jobs.
The Ministry of Home Affairs also requested Dabaco Group to rectify the shortcomings and limitations in occupational safety management; review the responsibilities of heads, direct managers and departments in charge of occupational safety and health.
Internal inspection and supervision must be strengthened to ensure that safety procedures and measures are actually implemented in the workplace, not just stopping at dossiers and regulations.
Regarding Dabaco Thanh Hoa Co., Ltd., the Ministry of Home Affairs requested to urgently overcome the consequences; visit and support the injured and families of the deceased victims; fully and promptly ensure the rights of people injured in labor accidents and their families.
Businesses must coordinate with functional agencies to investigate and verify the incident, clarify the responsibilities of relevant units and individuals, and implement measures to prevent particularly serious accidents from recurring.
Previously, as Lao Dong Newspaper reported, the accident occurred in the biogas pit area of the farm, killing 5 workers and seriously injuring 2 others who had to be treated.
Immediately after the incident, leaders of the Vietnam General Confederation of Labor, Thanh Hoa Provincial Confederation of Labor, leaders of Thanh Hoa Provincial People's Committee and departments, branches, and local authorities were present at the scene, directing rescue, overcoming consequences, visiting families of victims and investigating the cause.
