Based on the verification results in the working minutes dated May 26 of agencies and units, Vinh Bao Commune People's Committee summarized and reported the verification results, clarifying information about the incident spreading on cyberspace related to students of Vinh Quang - Thanh Luong Secondary School.
According to information from female student D. D.T - 9A4 student of Vinh Quang - Thanh Luong Secondary School (residing in Luong Trach village, Vinh Hai commune, Hai Phong), the victim in the incident, at about 8:30 pm on May 18, T was beaten and filmed in the field area of Dich Luong village, Vinh Hai commune. After that, the video was posted and spread on the internet.
Initial verification shows that the person who directly beat D. D.T is Doan Thi Thuy Ng (born in 2009, has dropped out of school, residing in hamlet 4 An Quy, Vinh Hai commune). Accompanying Doan Thi Thuy Ng were 3 subjects, believed to be acquaintances of Doan Thi Thuy Ng, who were present at the scene and filmed the incident. These subjects are not students of Vinh Quang - Thanh Luong Secondary School.
After the incident occurred, on May 19, 20 and morning of May 21, D. D.T still went to school normally, without any abnormal signs of health. Until May 21, D. D.T informed her family about the incident. Before the above incident, the family informed the homeroom teacher and Vinh Hai Commune Police to coordinate in resolving it.
On May 22, student D. D.T was taken by her family for examination and treatment at Hai Phong - Vinh Bao International General Hospital. On May 24, student T was discharged from the hospital. On May 25, T went back to school normally, psychologically stable.
According to Vinh Hai Commune Police, Vinh Hai Commune Police have received and are resolving the case related to child D. D.T being beaten, filmed and posted on Facebook. The case has been transferred to the investigating agency of Hai Phong City Police for settlement according to their authority.
Because the incident did not occur at Vinh Quang - Thanh Luong Secondary School, based on Clause 5, Article 2 of Decree 80/2017/ND-CP regulating school violence, Vinh Bao Commune People's Committee determined that this was not a school violence incident that occurred at Vinh Quang - Thanh Luong Secondary School.
To stabilize psychology and protect children, the Commune People's Committee has directed Vinh Quang - Thanh Luong Secondary School to continue to have solutions to encourage, share, support, stabilize psychology, and tutor the knowledge learned during the 2 days D. D.T was absent from school. Along with that, closely coordinate with the family, and agree on picking up and dropping off D. D.T from home to school and from school to home.
The commune also requests families to remind, encourage, and analyze, and have solutions to manage their children during their time away from school. At the same time, direct educational institutions in the area to strengthen moral education, life skills, and prevention of school violence; promote school psychological counseling, grasp students' situation, promptly detect and handle risks of conflicts; coordinate to organize healthy entertainment activities, physical activities, especially during the summer, ensuring safety and in accordance with regulations.
Vinh Bao Commune Police coordinated with relevant units to continue monitoring, verifying and handling the case according to the provisions of law; and at the same time strengthen propaganda and prevention of law violations among youth.
The Commune People's Committee also requested the Hai Phong Department of Education and Training to continue to pay attention to directing and having solutions to support and prevent conflicting information from spreading on social networks, affecting the activities of the school and Vinh Bao commune.
Previously, as Lao Dong reported, social networks were stirred up by a nearly 1-minute clip recording the scene of a female student being assaulted in a field near her house. The red-shirted female student was repeatedly slapped in the face and beaten on the head with vulgar swear words by a female subject wearing a black shirt. The subject also forced the female student to kneel down and continued to beat, kick her abdomen and chest, hit her head and back hard, and curse harshly. The victim continuously hugged her head and cried but was still assaulted. It is worth mentioning that instead of stopping her, some witnesses only filmed the incident and posted it on social networks.
