On November 23, Ms. Nguyen Thi Hoang - Vice Chairman of Dong Nai Provincial People's Committee and the working delegation of the Department of Agriculture and Environment visited, encouraged and presented gifts to support people in Dak Lua commune affected by floods.
According to the People's Committee of Dak Lua commune, from the night of November 20 to the afternoon of November 22, Dong Nai 5 Hydropower Company released overflow to regulate the reservoir, causing the water level of Dong Nai river to rise rapidly, causing widespread flooding in Dak Lua commune.

According to local statistics, 366 houses were flooded, of which 89 houses were flooded from 0.5 m to 2.7 m deep; nearly 400 hectares of fruit trees, crops and fish ponds were flooded; 12 km of residential roads were flooded; 81 people's barns were affected, estimated damage of about 40 billion VND.
According to the People's Committee of Dak Lua commune, Dak Lua is a commune in the downstream area of Dong Nai 5 Hydropower Plant.
In the coming time, if Dong Nai 5 Hydropower Plant continues to release overflow to regulate large reservoirs, rising river water will greatly affect the remaining areas of the commune; risk directly affecting people's lives and property.

To proactively promote the "4 on-site" motto, the People's Committee of Dak Lua commune recommends that the Provincial People's Committee, the Provincial Department of Agriculture and Environment, and the Department of Finance guide the commune to use reserve funds in 2025 to urgently handle local flooding areas to avoid secondary damage to crops; Support equipment for flood and storm prevention in the commune; Support funding for production recovery, especially long-standing flooded fruit trees at risk of death or serious productivity reduction.
In the long term, create conditions to support the commune with public investment to dredge two central ditches from Hamlet 5 to Bau Thai and the ditches in Hamlet 6 - Cau Ba Cay area and 05 locally flooded areas during the rainy season.
Previously, on November 22, the People's Committee of Dong Nai province sent a document to 17 hydropower plants (Tri An, Phu Tan 2, Dong Nai 2, Dong Nai 3, Dong Nai 4, Dong Nai 5, Dai Ninh, Da Nhim-Ham Thuan-Da Mi, Can Don, Thac Mo, Dak U, Srok Phu Mieng, Dak Glun, Thong Nhat, Dak Glun 2, Bu Ca Mau, Dak Kar), requesting coordination in providing information to regulate overflow and flood discharge downstream of hydropower reservoirs in the basin of Dong Nai, La Nga, and Song Be rivers.

Accordingly, to proactively prevent and respond promptly to flooding, flash floods, and landslides in areas along the Dong Nai, La Nga, and Song Be rivers, in order to reduce damage caused by natural disasters, the Chairman of the People's Committee of Dong Nai province requested hydropower plants to review operating procedures, coordinate regulations, assign assigning responsible officers, promptly notifying and providing information on the time of starting to discharge water to the downstream, water flow to the reservoir, lake water level, and expected discharge.
According to the People's Committee of Dak Lua commune, the People's Committee of the commune did not receive an official notice from Dong Nai 5 Hydropower Company about the flood discharge; the water level rose too quickly (especially after Dong Nai 5 Hydropower Plant suddenly increased the discharge flow), so the commune's response preparation work was still passive.
