Lam Dong requests hydropower plants on Dong Nai River to increase flood prevention capacity for downstream

Lam Dong - Many hydroelectric reservoirs are in a state of full water and need to urgently create flood prevention capacity for downstream.

On November 22, the Department of Agriculture and Environment of Lam Dong province issued a document requesting hydropower companies in the area, especially lakes on the Dong Nai river, to urgently create flood prevention capacity for downstream areas.

The Department of Agriculture and Environment of Lam Dong province said that the current soil moisture model shows that many areas are nearly saturated (over 85%).

In the coming time, Lam Dong province will continue to have rain from 5-15mm, some places over 40mm, increasing the risk of flash floods and landslides. Thereby, threatening people's lives, causing local traffic congestion, destroying civil works, affecting production and socio-economic activities.

High-risk areas include the upstream of the Dong Nai River in Lac Duong, Dam Rong 4, D'Ran communes and Lam Vien - Da Lat, Lang Biang - Da Lat, Xuan Truong - Da Lat wards.

Currently, the National Center for Hydro-Meteorological Forecasting is monitoring the development of the low pressure area off the coast of the Philippines, which may form from November 23 and move into the East Sea around November 26-27.

This low pressure area is likely to strengthen into a tropical depression or storm No. 15. The amount of water in the Dong Nai river basin is still high, especially the flow to Don Duong lake. The hydroelectric reservoirs on the Dong Nai River are currently full, unable to regulate floods downstream.

To increase drainage, create flood prevention capacity, ensure safety of works and reduce floods downstream, the Department of Agriculture and Environment of Lam Dong province requires:

Da Nhim - Ham Thuan - Da Mi, Dai Ninh, Trung Nam, Dong Nai, Dong Nai 5 hydropower companies - TKV operate Don Duong, Dai Ninh, Dong Nai lakes 2, 3, 4, 5, maintain and increase discharge to regulate with the total downstream flow greater than the flow to the lake.

Specifically: Ho Don Duong: Discharge ≤ 400 m3/s; Ho Dai Ninh: Discharge ≤ 600 m3/s; Dong Nai Lake 2: Discharge ≤ 700 m3/s; Dong Nai Lake 3: Discharge ≤ 800 m3/s; Dong Nai Lake 5: Discharge about 10% larger than the flow to the lake.

The People's Committees of Ninh Gia, Tan Hoi, Duc Trong, Bao Lam 4, Bao Lam 5, Cat Tien, Cat Tien 2, Da Teh, D'Ran, Ka Do, Quang Lap and Don Duong communes informed people in downstream areas about the plan to release regulators.

Thereby, helping to raise vigilance, implement preventive and response measures; at the same time, closely coordinate with hydropower companies and organize serious on-duty to promptly deal with all situations.
