Nearly 100 households have not yet handed over the land
According to the report of the Provincial Construction Investment Project Management Board, by early August, the entire route still had 98 households that had not relocated their houses and 28 households had not yet handed over land, leaving more than 25.98 hectares of additional areas according to the technical design step that had not been cleared.
Of these, Dong Dang town has 36 households, Hoang Van Thu ward has 31 households, Dong Kinh ward has 16 households and Ky Lua ward has 15 households.
Regarding technical infrastructure, there are currently 32 locations of power lines, railway signals, telecommunications... that have not been relocated. The dumping sites are also facing difficulties, only 35/44 locations have been approved, many places are still in dispute or have complained to the people.
In addition, the high price of construction materials also significantly affects the project's progress. Accordingly, the project is exploiting from 6 quarries of stone and sand, but the capacity is still limited, the transportation distance is long, and has not met the schedule. Procedures for increasing capacity are slow, while the demand for materials is increasing due to the simultaneous construction of the Dong Dang - Tra Linh and Huu Nghi - Chi Lang expressways.
Not to mention, material prices at some mines have increased unusually compared to the announcement of the Department of Construction. Sand at Hung Son mine (Trang Dinh) from 300,000 VND/m3 to 455,000 VND/m3, up to 62.5% higher than the announced price of 280,000 VND/m3. 1x2, 2x4 stones at Giang Son 1 mine are being sold for 260,000 VND/m3, 30,000 VND/m3 higher than the advertised price.

Disbursement progress and pressure of traffic opening
The total investment for the phased phase is more than VND 11,000 billion, of which State capital accounts for about 70% after adjustment. To date, the project has mobilized more than 1,913 billion VND from capital sources, including equity, loans, state budget capital and other mobilized capital.
The disbursed value reached VND 2,150.2 billion, of which the State capital to support the construction of the project was disbursed about VND 904/3,718 billion
According to the Government's direction, the entire route must be technically opened to traffic on a layer of asphalt concrete before December 19, 2025. Faced with the pressure to open the route, the project enterprise requested the People's Committee of Lang Son province to direct localities and relevant departments and branches to complete the site clearance, relocate all technical infrastructure and hand over the dumping site, and approve the compensation plan for additional areas to repay capital for the enterprise.
Mr. Bui Quoc Khanh - Director of the Provincial Construction Investment Project Management Board - said that in addition to problems with site clearance, unfavorable weather is also the reason for the slow progress. For nearly a month, heavy rains have occurred continuously in the area, making construction difficult.
Recently, Lang Son Provincial Party Secretary Hoang Van Nghiem requested departments, branches and localities to "all their heart and all their efforts" to complete site clearance for key projects, especially the two expressway projects.
