On August 8, the Steering Committee for Site Clearance (GPMB) of the North-South high-speed railway project through Nghe An held its first meeting chaired by Provincial Party Secretary and Head of the Steering Committee Nguyen Duc Trung.
Participating were comrades Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Deputy Head of the Steering Committee; Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee, Head of the Provincial National Assembly Delegation, Deputy Head of the Steering Committee; Hoang Phu Hien - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Deputy Head of the Steering Committee; along with members of the Steering Committee and leaders of 18 communes and wards with projects passing through.

The North-South high-speed railway project is expected to directly affect 38 residential clusters in Nghe An, with about 2,150 households having land within the GPMB scope, of which 1,942 households must be resettled. The GPMB area is about 519.2 hectares, with a total estimated cost of VND 6,397 billion.
To arrange resettlement, Nghe An plans to invest in 30 areas with a total area of over 102 hectares, with a total capital of about 1,450 billion VND. The province aims to start 3 resettlement areas in Hoang Mai ward, Tan Chau commune and Hung Nguyen Nam commune on August 19, 2025; basically complete the areas in October 2026; hand over the basic site before December 2026.
The Provincial People's Committee has issued a site clearance plan, assigning the People's Committees of communes and wards to be the investors of resettlement area projects, and at the same time optimizing the exploitation of land funds in areas near railway stations to create resources for infrastructure investment, urban development, and services.
Provincial Party Secretary Nguyen Duc Trung requested communes and wards to review and supplement the members of the Steering Committee; establish a Compensation and Land Acquisition Council; develop a plan with a specific roadmap and time; step up propaganda and mobilize people to agree, not to build, plant trees, or separate plots within the land acquisition scope.
For 3 localities that start resettlement areas on August 19, 2025, it is required to approve detailed planning before August 20.; set up planning markers and basic site clearance before August 31, prepare conditions to organize the launching ceremony when the Government requests.
The Provincial Party Secretary emphasized that the new housing must be better and more convenient than the old housing; the Steering Committee at the social level meets monthly to review progress, promptly report problems; review and verify the number of resettlement households, origin and land limit; select suitable locations, make detailed plans, urgently construct to provide land to the people before June 30, 2026.
