According to the People's Committee of Quang Ninh province, the Hai Phong - Ha Long - Mong Cai expressway (CT.06) has the Bach Dang - Ha Long bridge section and the Cam Hai (Cam Pha city) - Van Don - Tien Yen section invested with state budget capital.
According to the report of the Quang Ninh Department of Transport, although the management and maintenance units on the above-mentioned highway sections have regularly propagated, reminded, and prevented violations, in 2024, there were still 382 vehicles violating the law entering the highway (statistics from January 1, 2024 to December 25, 2024).
Quang Ninh Provincial People's Committee has directed relevant departments, branches and People's Committees of localities to regularly propagate and mobilize people and related subjects in the area to strictly comply with traffic laws.
To ensure order and traffic safety on the CT.06 expressway and prevent the risk of accidents, the People's Committee of Quang Ninh province requested the Traffic Police Department to strengthen coordination to promote inspection, control, and strictly handle violations of acts of driving motorbikes, motorbikes, and prohibited vehicles intentionally entering the CT.06 expressway on the Bach Dang - Ha Long bridge section and the Cam Hai - Van Don - Tien Yen section.
Responding to Lao Dong Newspaper, a representative of the Department of Transport said that for their own convenience, many people deliberately enter the highway, especially the Ha Long - Hai Phong highway, from Ha Long to near Bach Dang bridge.
Regarding why owners of motorbikes, scooters and other prohibited vehicles only drive on highway sections invested with the budget, according to a representative of the Quang Ninh Province Department of Transport, it is because these sections do not collect tolls, so there are no ticket control stations and so people deliberately enter.
Regarding the reason for requesting the Traffic Police Department to coordinate in handling the case, a representative of the Quang Ninh Department of Transport said that handling vehicles on the highway is under the authority of the Traffic Police Department; the local traffic police force only handles violations on national highways and routes managed by the locality.
Recently, the Traffic Police Department has handled many cases of drivers of prohibited vehicles deliberately entering the highway. However, despite being warned and heavily fined, this situation continues to occur, causing traffic accidents for other road users and themselves.
