Faced with the situation of disguised passenger cars, "combined cars", "convenient cars", "illegal" taxis operating complicatedly, posing a potential risk of insecurity and social disorder and affecting the image of the Capital, Hanoi City Police said that they will deploy synchronous professional measures, focusing on handling acts that are the main causes of congestion and traffic accidents.
Functional forces will verify and clarify associations, groups, and applications related to "combined cars", "passenger cars"; request account holders to commit to complying with legal regulations, and strictly handle violations if any.
Before the information about tightening the operation of combined cars and convenient cars, many groups on social network Facebook simultaneously changed names, even advertised groups for sale.
According to PV's records, on April 20, the administrator of the group "Xe ghép - Yen Thuy" changed its name to "Yen Thuy". However, reality shows that many Facebook accounts continue to post and advertise the service of car ghép Hanoi - Yen Thuy (Phu Tho) route.
In the morning of April 21st alone, there were recorded 13 posts advertising combined vehicle services.
Notably, P.M account posted an advertisement for the Lac Son - Yen Thuy - Hanoi route with the frequency "1 hour 1 trip, car running 24/7", accompanied by invitations such as quickly adding customers, accepting to send goods on the same day; ticket price from 250,000 VND/sEAT, sending fee from 100,000 VND.


Meanwhile, account D.D. M - administrator of the group "Hai Duong - Hanoi - Noi Bai Assembled Cars" with nearly 38,500 members posted information advertising the group for sale.
Despite signs of "change of shell", advertising and connection of shared cars on social networks on April 21st were still bustling, showing no signs of stopping.
A Facebook account named T.T. P advertised a service running the Hanoi - Hai Duong route (now belonging to Hai Phong) operating 24/24 hours, on average one trip per hour, receiving individual passengers or cars, picking up and dropping off on the spot.
According to posted information, the ticket price applied from 5:00 AM to 3:30 PM for the Hai Duong - Hanoi direction is 150,000 VND/person for group passengers; 300,000 VND/person if going to Noi Bai; 5-seater car cover price is 500,000 VND; 4--5 seater airport car cover price is 600,000 VND; parking fee is 100,000 VND.
Meanwhile, the time frame from after 3:30 PM to 9:00 PM has a higher price, with a passenger subsidy price of 200,000 VND/person; Noi Bai subsidy is 350,000 VND; 5-seater car subsidy is 600,000 VND; airport car subsidy is 700,000 VND.

Regarding the operation of the "combined car" type, Chairman of the Vietnam Automobile Transport Association Nguyen Van Quyen expressed his support for the Ministry of Public Security's proposal related to strengthening the management of "combined car" activities.
According to Mr. Quyen, "combined cars" are a long-standing problem in the field of passenger transport. The Association has received feedback from member businesses many times, and at the same time proposed that functional agencies soon have management measures to ensure traffic order and safety as well as fairness in business operations.
He emphasized that in any field, whether it is a business or a household business, the entities must carry out business registration and tax obligations arising from revenue according to the provisions of law.
For "combined car" activities, if drivers do not register for business, do not fulfill tax obligations, it may lead to state budget revenue loss, as stated by the drafting agency.
Also according to the Chairman of the Association, "combined cars" are creating inequality in the market. To operate ordinary passenger transport services, businesses or business households must comply with many regulations, incurring many costs from establishment, operation to ensuring safety conditions.
Meanwhile, the "combined car" operation has not been regulated by strict regulations, thereby creating a price advantage, leading to unfair competition with traditional passenger transport types.
