On August 18, Phu Tho Provincial Police said that traffic police discovered a passenger car with license plate 99F-006.50 of Dai Thu bus company carrying 67 people while the vehicle was only allowed to carry 19 people.
The car also violated regulations on transporting passengers on fixed routes but without transport orders.
The expected penalty level for drivers is 25.5 million VND, businesses 99 million VND, totaling 124.5 million VND.
Functional forces have requested the business to arrange two more cars to transfer passengers to continue the safe journey.
A car designed for 19 people that carries up to 67 people cannot be called "carrying a little too much". If there are not enough seats, passengers have to jostle, stand or sit in unsafe conditions.
Just braking suddenly, steering to avoid obstacles or collisions, people who do not have a safe seating position will become a particularly high risk group.
The driver must know that the car has far exceeded the number of people allowed to be transported, and it is even more difficult for businesses to say they do not know.
If because they want to increase revenue per trip but disregard regulations, that is a way of doing business that puts profit above passenger safety.
Therefore, in addition to penalties, it is necessary to clarify the responsibilities of each related individual and organization; and at the same time inspect the compliance of enterprises with transport regulations to prevent recurrence.
