Through feedback from the people of Gia Bui village about the flow blockage situation in Team 9 area, Gia Loc Commune People's Committee (Hai Phong City) worked with Mr. Bui Duc Luyen's household and Ms. Pham Thi Hong's household to verify the land use process.
The results of inspection, verification and comparison of cadastral records from various periods show that during the land use process, Mr. Bui Duc Luyen's household built a fence from around 1990 on the drainage ditch of the village.
For Ms. Pham Thi Hong's household, it has used the pond land area managed by the collective, affecting the drainage of domestic water for households in the area.
Based on the inspection results, Gia Loc Commune People's Committee and the Commune Economic Department clearly explained the provisions of law, the current status of land use, boundaries according to cadastral records and the common interests of the residential community. Through propaganda and mobilization, households have clearly recognized their responsibilities and voluntarily overcome shortcomings.

Mr. Bui Duc Luyen's household voluntarily dismantled the construction part on the drainage ditch, returning the area of the collective's drainage ditch; and at the same time rebuilt the fence system according to the boundary of the land use right certificate.
Ms. Pham Thi Hong's household voluntarily built a common drainage ditch 1.0 m wide, running along the family's land and connected to the drainage ditch inside, thereby ensuring a clear flow, serving drainage in the residential area.
The fact that households voluntarily comply, dismantle works, and overcome shortcomings has contributed to clearing the flow, ensuring drainage, protecting public property, preserving the environmental landscape and creating consensus among the people.
