On the afternoon of September 17, informing reporters, Mr. Nguyen Thien Tuyen - Director of the Traffic Construction Investment Project Management Board (MTPC) of Tuyen Quang province (investor) said that Yen Son district police are organizing a crime scene investigation to determine the cause of the collapse of the underpass cover on the Tuyen Quang - Ha Giang expressway.
"The investor also asked the construction unit (Cuong Thinh Thi Construction Investment Group Joint Stock Company) to report on the incident but has not received it yet. The construction unit is currently focusing on working with the authorities," the leader of the Information Department informed.
Immediately after the incident, the Chairman of the People's Committee of Tuyen Quang province issued a document directing the investor to temporarily stop construction and protect the scene. Immediately implement emergency measures to overcome the construction incident and organize rescue, visit, encourage and support the victim's family according to regulations.
Coordinate in providing documents and records for incident cause assessment; inspect and review construction work, measures, and labor safety work along the entire route, absolutely not allowing similar incidents to occur.
"The Department of Transport shall preside over and coordinate with the Department of Construction, the Department of Labor, War Invalids and Social Affairs, the People's Committee of Yen Son district and relevant agencies to proactively carry out tasks within their authority and organize incident appraisals according to regulations. Consider and strictly handle organizations and individuals who are irresponsible and cause construction incidents according to the provisions of law," the document of the People's Committee of Tuyen Quang province clearly stated.
As reported by Lao Dong, at around 7pm on September 16, the Tuyen Quang - Ha Giang expressway underpass cover at Km25+095 in Tu Quan commune (Yen Son district) collapsed when the concrete pouring had just finished. The incident left one worker dead.
