The progress of demolition work is being carried out quickly, thanks to the consensus of the majority of households and individuals subject to site clearance and the involvement of the entire political system of Xuan Mai commune.
To ensure the progress of demolition of works and site clearance to implement the project of renovating and upgrading National Highway 6, Xuan Mai Commune People's Committee directs as follows:
Request households and individuals with works subject to demolition for site clearance in the commune: Proactively collect and move belongings out of works subject to demolition, to hand over to the investor for demolition to ensure time and progress according to regulations.
Do not arbitrarily carry out demolition work when a demolition plan has not been developed, or there are no construction measures to ensure labor safety, environmental sanitation, construction order, and ensure no subsidence or cracking of adjacent works...
Request the Economic Department, Culture - Society Department, Commune Police, General Service Center, investors, contractors participating in construction activities in the commune: Continue to seriously, synchronously, effectively, and fully implement tasks according to the responsibilities prescribed by law; programs, plans, decisions, directives, resolutions issued by the City Party Committee, People's Council, City People's Committee, Party Committee, Commune People's Committee related to the fields of labor safety, environmental sanitation, construction order, not causing subsidence and cracks in adjacent works.
It is proposed that the Hanoi City Traffic Construction Investment Project Management Board fully implement the responsibilities of the investor for demolition and site clearance according to regulations; be responsible for selecting contractors to carry out demolition work to ensure capacity, labor safety, environmental sanitation, ensure construction order, and not cause subsidence and cracks in adjacent works...
Continue to direct contractors and relevant units to urgently implement solutions to ensure labor safety, environmental sanitation, ensure construction order, and prevent violations of regulations on construction quality management causing subsidence, cracking or damage to adjacent works according to the directions of the Government and the city.
Provide information on contractors performing demolition work in the commune (including the list of contractors, staff performing demolition, contractor capacity dossiers, construction machinery, registration, inspection... and related legal dossiers) to Xuan Mai Commune People's Committee through the Commune Police, Commune Economic Department to carry out coordination, monitoring, and supervision according to regulations, before July 2, 2026.
Assign the Economic Department to strengthen inspection and supervision of compliance with regulations on environmental sanitation, labor safety, and dust emission prevention in construction, and dumping waste in the right places according to the approved plan and related regulations;
Promptly handle violations within their authority or propose to competent authorities to handle violations beyond their authority to ensure environmental sanitation, labor safety, reduce dust pollution, and dumping waste in improper places at construction sites being demolished and built in the commune.
Coordinate with the Department of Culture and Society, the General Service Center and related units, project investors to propagate and disseminate legal regulations on construction, environment, construction order, especially paying attention to contents related to the demolition of works.
Assign the Commune Police to preside over and coordinate with relevant units: strengthen patrols, inspections, and controls of the deployment of projects under construction in the area; promptly detect and resolutely strictly handle vehicles demolishing, transporting construction materials, construction waste that violate traffic safety, do not cover, cause spillage, environmental pollution, acts of illegal dumping of construction waste; in which special attention should be paid to contents related to the demolition of works on National Highway 6.
