The Ministry of Construction is seeking comments on the draft Circular regulating the order, procedures for inspection and exemption from initial inspection for motor vehicles and specialized motorbikes.
According to the proposal, there are 13 cases of motor vehicles having changes but not being considered for renovation or not having to prepare a design dossier, including the case of replacing the front lighting cluster.
One of the notable points of the draft is the expansion of the list of changes in parameters and technical characteristics of motor vehicles that are not considered for renovation or do not require design dossiers for renovation.

Specifically, there are 13 cases in this category, including:
Vehicles installing, replacing, or removing auxiliary brake pedals, linked to the main brake pedal through mechanical engine drive levers; Installing a device to monitor driving time and distance (DAT), with electricity directly connected to the battery through a protective fuse; Pickup trucks installing, replacing, or removing cargo and luggage compartment covers that change the size of the cargo bed exceeding the allowed error (according to QCVN 12:2011/BGTVT) but not changing the size of the vehicle's hood; Removing LPG or CNG fuel supply systems for cases that have been renovated and installed before;
Installing, replacing, or removing car roof racks according to the manufacturer's instructions, without changing the overall width of the vehicle; Installing, replacing, or removing pumps, oil tanks, and hydraulic pipe systems of tractor-trailers to drive the cargo box lifting and unloading system of self-dumping semi-trailers; Changing the volume of the cargo box itself or the material covering and lining, changing the volume of the vehicle beyond the permitted error limit according to QCVN 12:2011/BGTVT; or changing the quantity, position, and structure of cargo loading and unloading doors but not changing the size of the vehicle's hood; Installing, replacing, or removing the air vent on the roof of the tractor-trailer cabin, changing the size beyond the permitted error limit;
Vehicles have changes in body weight, cargo volume compared to registration, but technical parameters and images are still consistent with the latest inspection certificate before the Circular takes effect;
In case the vehicle has been renovated before the Circular takes effect but according to new regulations is no longer considered a renovated vehicle, when there is a need to convert to the original state;
Replace the front headlight cluster with a type that has been certified or announced to be compliant, with equivalent capacity and does not require modification of vehicle structure;
Self-dumping trucks voluntarily reduce the volume of the cargo box to comply with technical safety and environmental protection standards and install, replace or remove warning devices, prevent child neglect on the vehicle.
In addition, the draft also abolishes the regulation on exemption from design dossiers for cases of installing, removing or replacing cargo handling equipment of car bodies that have safety inspection certificates from competent authorities. The reason is that reality shows that many systems need to be calculated and designed when implementing changes.
Explaining the above proposal, the Vietnam Register said that Circular 47/2024 has taken effect and has contributed to improving the effectiveness and efficiency of state management of inspection and certification of motor vehicle and specialized motorbike renovation and emission inspection of motorbikes and mopeds.
However, in the process of implementation, some shortcomings, problems, and inadequacies still arise; in which, there are no specific regulations on the level of change of vehicles that must be certified for renovation, causing difficulties in practice.
Expanding the list of cases where vehicles with changes are not considered to be renovated or exempted from design dossiers, according to the Vietnam Register, will help cut costs of hiring design units, cost of drawing appraisal and waiting time for vehicle owners when carrying out basic and reasonable upgrades.
