On April 11, the Department of Agriculture and Environment of Dak Lak province said that it had a document reporting and responding to press reports related to the sub-project of water supply for coffee irrigation in Tien Cuong village, Quang Phu commune.
The response was sent to Lao Dong Newspaper after the article "Has not received management and operation of 72 billion VND irrigation project after many pipe bursts".
According to the Department of Agriculture and Environment, this is a small-scale project but applies many advanced and modern technologies, deployed for the first time in the Central - Central Highlands region.
In the process of implementation, the investor and related units encountered many difficulties such as lack of experience, urgent construction, mainly in the rainy season, leading to some shortcomings.
Although not officially handed over, the project is still operating to supply irrigation water with a total time of more than 5,333 hours (equivalent to more than 500 days, an average of about 10 hours/day), providing about 1.5 million m3 of water from Buon Yong Lake to the irrigation area.
In January 2026, the inter-sectoral inspection team inspected the main items, and the results showed that the system operated normally.
During the trial operation, some technical incidents such as pipe bursts and damage on the main pipeline were detected, repaired, and overcome before completing acceptance and handover procedures.
The Department of Agriculture and Environment explained that the repair has been documented by the investor, collected professional opinions, and appraised according to regulations. However, because the ODA project has not been extended, the dossier has not been approved in time.
The main remedial items include adjusting the pipeline, replacing some sections of plastic pipes with steel pipes, supplementing gas inlet and outlet valves... All costs do not use the State budget, and do not increase the value of project settlement.
According to regulations, the project is warranted for 1 year after handover. However, to ensure stable operation, the investor and contractor agreed to extend the warranty period of the D630 pipeline to 2 years. At the same time, allocate contingency funds to handle incidents, without affecting water supply.
The Department of Agriculture and Environment affirmed that the project has not been officially handed over because procedures have not been completed and more time is needed for evaluation of projects applying new and modern technologies in the locality.
As Lao Dong Newspaper has reported, the sub-project to supply water to coffee trees in Tien Cuong village (Quang Phu commune) is invested by the Department of Agriculture and Environment of Dak Lak province, with a total initial investment of more than 65 billion VND.
After that, the project adjusted to increase the capital to about 72 billion VND (due to increased irrigation area). From 2023 to now, the project has continuously cracked and broken dozens of times, and the main pipeline has also broken many times.
In mid-2025, Dak Lak Provincial Police intervened to verify and investigate the incident at the above construction site.
