On January 20, the Ho Chi Minh City Department of Construction sent documents to the Vietnam Automobile Manufacturers Association (VAMA), the Vietnam Motorcycle Manufacturers Association (VAMM), the Vietnam Automobile, Motorcycle, and Bicycle Association (VAMOB) and the Ho Chi Minh City Automobile and Engine Equipment Association on establishing an inspection facility to serve the needs of testing emissions of motorcycles and motorbikes.
This move is to prepare for the implementation of Circular No. 92/2025 of the Ministry of Agriculture and Environment regulating national technical regulations on emissions from motorbikes and motorcycles participating in road traffic. This Circular will officially take effect from June 30, 2026.
According to the Ho Chi Minh City Department of Construction, the city after the merger has more than 11 million motorbikes that must undergo emission testing according to regulations.
The inspection time for each vehicle is expected to be only from 7 - 10 minutes. With this scale, mobilizing more warranty and maintenance facilities and dealer systems to participate in inspection is an urgent requirement.
Previously, the Department of Construction assigned tasks to registration facilities operating in the city to urgently invest in upgrading facilities, strengthening human resources, and equipping necessary emission measurement equipment. Units are encouraged to prepare vehicles to carry out mobile emission inspection, supporting people in industrial parks, remote and isolated areas.
The Ho Chi Minh City Department of Construction assesses that maintenance and repair facilities for cars, motorbikes, and cyclos are fully capable of participating in the emission testing process, if they fully meet the conditions according to current regulations.
Business conditions for emission testing services for motorcycles and motorbikes are implemented according to Decree 166/2024/ND-CP dated December 26, 2024 of the Government and Circular No. 50/2024/TT-BGTVT dated November 15, 2024 of the Ministry of Transport, along with relevant national technical regulations (QCVN 103:2024/BGTVT and QCVN 121:2025/BGTVT).
The Ho Chi Minh City Department of Construction requests associations to inform and disseminate to member units, manufacturers and importers of cars, motorbikes, and motorcycles to proactively review and upgrade the dealer system, warranty and maintenance centers, and be ready to participate in organizing emission testing.
Units that need to participate in establishing emission testing facilities are requested to contact directly with associations for preliminary review of conditions and compilation of a list of qualified personnel.
This list will be sent to the Ho Chi Minh City Department of Construction to report to the Ministry of Construction and the Vietnam Register for consideration of organizing training, coaching and issuing certificates of eligibility for operation according to regulations.
The Ho Chi Minh City Department of Construction requests relevant associations and organizations to summarize the needs to participate in establishing emission testing facilities and register for training the team of inspectors, and send them to the Department before March 31, 2026 for timely implementation according to the roadmap.

According to Circular 92/2025, cars manufactured before July 1, 2026 will apply old emission levels (levels 1, 2, 3), while newly manufactured cars from July 1, 2026 onwards must comply with stricter emission standards (level 4).
